Department Information

The Governor's Office of Economic Development and International Trade (OEDIT) was created to foster a positive business climate that encourages quality economic development through the support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT's divisions work together to offer economic development services for all Colorado businesses - new and expanding, traditional and emerging, small and large - including retention programs to ensure continued competitiveness of Colorado's economic base, and job training to keep Colorado's workforce the best in the nation.

Description of Job

NOTE: This position has a hire date of January 2026.


The Digital Manager will report to the Senior Marketing Manager and work closely with the Marketing and Communications team and all OEDIT divisions. The Digital Manager is responsible for coordinating and executing various digital strategies as part of the Colorado Office of Economic Development and International Trade (OEDIT) overall marketing efforts. The Digital Manager is responsible for promoting the Colorado business brand objectives, OEDIT programs and messages to target audiences and key constituents.


This position supports all staff in developing marketing and communication templates, managing the organization's online presence via various social media platforms and the website, managing digital marketing tools, and providing general graphic design support as needed.


Key Duties and Responsibilities Planning and Implementation
  • Help manage the implementation of the overall strategic plan for marketing, social media strategies and tactics, and web content.

  • Plan strategic digital campaigns focused on OEDIT priorities and initiatives.

  • Coordinate social coverage for priority OEDIT business visits, tours, conferences, and events with divisions, agencies, partners, and Governor's Office.


Digital Asset Production
  • Create and curate high-quality, engaging social media content (text, images, photography, videos) by expertly translating long-form editorial and media content into concise, compelling social-ready formats tailored for specific audiences that are effective for both organic and paid opportunities.

  • Support social media campaigns and build messaging that incorporates social media best practices and goals specifically for LinkedIn, Facebook, Twitter, Instagram, YouTube, and OEDIT website.

  • Manage all stages of video production including concept development, script writing, shooting, and editing.

  • Edit raw footage into polished video content, integrating narration, voice-over and sound as needed.

  • Coordinate production logistics such as equipment setup, talent scheduling, and location preparation.

  • Maintain and organize equipment and digital archives.

  • Produce needed creative material, including procuring photography and/or graphics (Canva, Adobe), illustrations, integrating copy into the design, and building deliverables.

  • Create branded visual content for internal and external communications, ensuring alignment with State of Colorado standards.


Reporting and Optimization
  • Collect, analyze and routinely report key performance analytics.

  • Keep the agency up-to-date with technology related to e-mail marketing, social media management, and other technologies as necessary.

  • Assist with all marketing and market research initiatives.

  • Contribute to thought leadership for the digital marketing communications strategy.

  • Brainstorm new and creative digital strategies that support agency goals.

  • Utilize AI tools (Google Gemini) to create, outline, and implement quarterly campaigns, generate captions for videos, and optimize content.

  • Use Sprout Social to analyze performance, generate alt text for social assets, and schedule posts.

  • Incorporate accessibility best practices into digital content creation including website content, documents, and social media.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education and Experience

  • A bachelor's degree or a combination of education and related technical/paraprofessional experience in film, media production, or related field.

  • At least two years of experience in digital content management.

  • Proven ability to process and create multimedia content for different audiences, formats, and contexts.


Qualifications

The preferred candidate will exhibit:

  • Technical Proficiency in editing software proficient in industry-standard tools.

  • Experience with DSLR and cinema-grade cameras, with a deep understanding of framing, subject posting, lighting, and audio capture.

  • Strong organizational skills, exceptional time management and project coordination abilities, with a knack for keeping production timelines on track.

  • Capable of managing multiple projects simultaneously while maintaining quality and consistency in a fast-paced environment.

  • Highly detail-oriented, both artistically and technically, with a drive for excellence.

  • A keen understanding of the social media trends and tactics.

  • Visual storytelling expertise in crafting compelling narratives through video and audio, with a strong sense of pacing, emotion, and message clarity to ensure audience retention.

  • Self-motivated, proactive, and works well with minimal direction.

  • Ability to work collaboratively with a cross-functional team.

  • Understanding of YouTube content strategy, analytics, and optimization.


Supplemental Information

Salary Range: $75,000 - $85,000 Annually


This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. "At-will" employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.


A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
