Position Summary

The HQS Inspector is responsible for conducting HUDs Housing Quality Standards (HQS) physical inspections of privately owned rental properties participating in the Housing Choice Voucher (HCV) and the Rental Assistance Demonstration (RAD) programs, to ensure that the owner is meeting their obligations to maintain the unit in a safe, decent, and sanitary condition in accordance with the Housing Quality Standards established by HUD. 

  

Duties and Responsibilities

This announcement summarizes typical job functions and does not exhaustively or comprehensively list all duties and responsibilities. This position is accountable for performing the following duties and responsibilities, with or without reasonable accommodation.  

 

  • Conducts initial, annual, and special inspections of units to ensure proper condition and compliance.

 

  • Prepares paperwork and various types of reports to post pass or fail inspections; enters information into a computer for recording; documents inspection outcomes. 

 

  • Review issues with property owners to resolve any problems/issues to satisfaction.

 

  • Conducts follow-up phone calls for complaints and tenant issues; investigates claims.

 

  • Ensures rent reasonableness is completed timely and complies with HUD regulations and organizational policies and procedures. 

 

  • Advises and assists property owners and tenants with maintenance needs; issues default notices; conducts re-inspections.

 

  • Conduct market rental surveys to establish rent for the Housing Choice Voucher (Section 8) program.

 

  • Identify and report any HUD violations.

 

  • Ensure contracts are signed by owners and delivered to administrative staff. 

 

  • Work overtime as needed.  

 

This position is eligible for participation in the collective bargaining unit (SEIU), which represents certain Southern Nevada Regional Housing Authority employees.

 

Minimum Qualifications

Minimum qualifications are intended to identify applicants most likely to perform successfully on the job.  Applicants who meet minimum qualifications are not guaranteed an interview; however, they are further assessed to determine how well they meet the position's minimum qualifications and the agency's immediate needs.  Applicants should possess the following:

 

  • High school diploma or GED.
  • Two (2) years of relevant experience in housing inspection, housing code enforcement, property management, or residential building maintenance/repair. 
  • Valid Nevada State-issued Drivers License and a satisfactory driving record.
  • Excellent communication, problem-solving, crisis management, time management, and organizational skills.

 

SNRHA utilizes Criteria for online employment testing. Successful candidates will be invited via email to participate in the testing for further consideration in the recruitment process. Failure to participate in the testing is considered a withdrawal by the candidate.

 

Preferred Qualifications

Preferred qualifications are desired qualifications above and beyond minimum qualifications that demonstrate additional education, experience, training, or other credentials.     Preference may be given to applicants who possess the following preferred qualifications:

 

  • Experience working with a housing authority, government agency, or property management firm.
  • Possession of the Housing Quality Standards certification. 
  • Experience working with vulnerable populations.
  • OSHA 10 or OSHA 30 certified
