THE POSITION:
Under the general supervision of the Director of Human Resources, the HR Generalist/Safety Compliance Specialist will conduct a full spectrum of HR support services including but not limited to recruiting, employment, training, development, benefits administration, HRIS, and safety compliance. The incumbent contributes to the accomplishment of Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes teamwork, empowerment, quality, productivity and standards, goal attainment, and assist in the recruitment and ongoing development of a superior workforce.
The incumbent will also be responsible for analyzing and evaluating work environments and facilitating programs and procedures to establish, control, and eliminate and/or prevent disease or injury caused by chemical, physical, and biological agents or ergonomic factors. The incumbent will also monitor and assess hazardous and unsafe situations to assure personnel and Tribal asset safety.
The incumbent is expected to work in accordance with the mission, purpose, and values of the Colusa Indian Community Council.
ESSENTIAL DUTIES and RESPONSIBILITIES:

- Assist in identifying legal requirements and Tribal governmental reporting regulations affecting human resource functions and ensure policies, procedures, and reporting are in compliance;
- Manage the full-cycle recruitment processes, including posting jobs, screening, interviewing, and assisting with candidate selection as needed;
- Develop, coordinate, and conduct new employee orientation to foster a positive attitude toward Tribal Community goals;
- Coordinate and conduct management training including but not limited to interviewing, hiring, promotions, performance reviews, safety, and sexual harassment;
- Respond to inquiries regarding policies, procedures, and programs;
- Manage and process leaves of absences; assist with time and attendance management;
- Assist in administering employee health and wellness benefit programs;
- Assist in investigating workplace accidents and preparing reports for workmans compensation insurance carrier;
- Prepare employee separation notices and related documentation; conduct exit interviews to determine reasons behind separations. Facilitate separation activities including the collection of Tribal property, final check processing, COBRA notification, etc.;
- Prepare reports and recommend procedures to improve employee morale and reduce absenteeism and turnover;
- Manage and promote staff engagement through events including team building and employee appreciation events;
- Maintain personnel and medical insurance records;
- Maintain OSHA 300 and Sharps Logs;
- Provide coaching and conduct training for health and safety matters and accident prevention;
- Visit job sites to conduct safety audits on personnel, equipment, and materials;
- Investigate workplace accidents to identify causes or to determine how such accidents might be prevented in the future;
- Assist with the maintenance of the overall risk management process for the organization.
- Facilitate and advise departments in designing safety management programs within each department;
- Recommend measures to reduce risk and help protect workers from potentially hazardous work methods, processes, or materials;
- May perform other duties commensurate with the functions and level of the position.
MINIMUM QUALIFICATIONS:
Education: High School graduate or equivalent
Experience: Two (2) years related experience.
Licensing and Other Qualifications:
- Must be eighteen (18) years of age.
- Must possess a valid California Class C drivers license.
- Must have the ability to get CPR, First Aid, and AED certification.
- Bi-lingual a plus.

- Computer literate and have a working knowledge of HRIS or HRMS programs.

- Must maintain high confidentiality standards at all times. Will be required to sign a confidentiality statement upon acceptance of employment.
- Must be able to define problems, collect data, establish facts, and draw realistic conclusions.
- Must be proficient at analyzing and interpreting technical procedures and governmental regulations.
- Must be able to write reports, business correspondence, and policies and procedures.
- Must be able to effectively present information and respond to questions from groups of managers, employees, clients, customers and the general public.
- Must be a dedicated worker with ability to report to work on a daily basis.

- Requires frequent sitting, standing, walking, talking, and hearing in a standard office setting. Specific vision abilities required by this job include close vision to read printed materials and a computer screen with ability to adjust focus; and
- May occasionally lift and/or move up to twenty-five (25) pounds.
WORK ENVIRONMENT:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
- Work is performed in an office setting which is well-lit, ventilated, and temperature controlled. The noise level is usually low to moderate.
- The incumbent routinely uses standard office equipment such as computers, telephones, photocopiers, and fax machines.
