Responsibilities

This position is primarily responsible for supervising, initiating, conducting and coordinating investigations of alleged fraud, waste, abuse, dishonest acts, or other wrongdoing, which could result in the loss or misuse of University resources.

Responsible for implementing the OAAS annual work plan related to investigations. Leading, supervising and/or conducting administrative investigations of alleged fraud, waste, abuse, dishonest acts, or other wrongdoing reported to or discovered by OAAS in compliance with the Quality Standards for Investigations found in the Principles and Standards for Offices of Inspector General as published by the Associations of Inspectors General and the Standards for Complaint Handling and Investigations issued by the State university Audit Council. Responsible for complying with written investigative directives that include, but are not limited to, the investigation process, case supporting material and evidence, the Whistleblower's Act, case management, and direct submission of final investigation work products to the Chief Audit Officer (CAO) for review, approval, and issuance. Responsible for identifying and documenting internal control weaknesses noted during the conduct of investigations and preparation and direct submission of final Control and Compliance reports to the CAO for review, approval, and issuance. Notifies the FSU Police Department (FSUPD) if there is reasonable cause to believe that a criminal violation has occurred. Works cooperatively with the FSUPD and other law enforcement agencies. Responsible for the administration of the Commission for Florida Law Enforcement Accreditation (CFA) Inspectors General accreditation process for OAAS, including providing proofs required for continued accreditation. Responsible for the development, revision, and maintenance of written investigative directives. Responsible for maintaining OAAS complaint intake and tracking system to include those received in-person, verbally, written, electronically, or through a third-party reporting process. Responsible for carrying out other duties as deemed appropriate by the CAO. Examples of such duties include representing OAAS in periodic meetings of State of Florida Agency Inspectors General led by the Chief Inspector General of the Executive Office of the Governor, meetings of University administrators, faculty and staff, and assisting in internal audits.

Qualifications

Bachelor's Degree and 2 years of experience, higher education may substitute.

CIA, CPA, or CFE Certification or ability to obtain one of them within two (2) years of employment.

  • Laws, Rules & Regulations - Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules and regulations.
  • University Policy - Knowledge of and the ability to interpret and apply related University policies, procedures, principles, and practices.
  • Auditing Standards - Knowledge of the International Standards for the Professional Practice of Internal Auditing. Knowledge of the Principles and Standards for the Offices of Inspectors General, Quality Standards for Offices of Inspectors General and Quality Standards for Investigation and the Standards for Complaint Handling and
    Investigations for the State University System of Florida.
  • Independence - Ability to perform assigned responsibilities with minimal to moderate supervision
  • CIA, CPA, or CFE Certification preferred.
