The Lead Code Compliance Specialist is an integral part of the leadership team, they play a critical role in training new and existing staff, providing support and guidance, and responding to and researching complex questions or complaints on and off the field.

Work Location
This position currently works on-site only - office and field.

Job Duties and Responsibilities

  • Train new and existing staff regarding various code enforcement activities as well as traffic control at intersections, and in the use of new technology including automated meters, and IPad technology.
  • Perform all duties of Code Compliance Specialist
  • Develop and write up standard operating procedures for various enforcement activities and towing as well as traffic control at intersections.
  • Research property addresses to determine whether public or private and the ownership if private.
  • Issue orders and administrative citations for various code violations including nuisance violations on public or private property.
  • Maintain close communication with the other departments we coordinate with including Public Works, Police, Fire, Housing and Development Review and Business Licensing
  • Mentor staff through ride-a-longs, assisting with inspections and decision making regarding appropriate enforcement action.
  • Represent the division at various community meetings and provide community education.
  • Participate effectively on committees and within and across teams.
  • Document and present enforcement cases in criminal and administrative proceedings.
  • Participate in the De-escalation of difficult situations.
  • Recognize and research solutions for safety needs.
  • Recognize and research code changes needed, best practices elsewhere.
  • Maintain current ordinance and state statutes references for enforcement, towing and traffic control.
Working Conditions
Physical components of this position include but are not limited to standing, walking, lifting/ maneuver/ move equipment of medium to heavy weight.
Scheduling component of this position include the ability to work a flexible schedule including evenings, weekends and be responsive to emergency 'call backs'/return to work.

Required Qualifications

MINIMUM QUALIFICATIONS: Post High School Education

MINIMUM EXPERIENCE: Two years of experience which includes exposure to law enforcement, parking enforcement, technology (use experience both in document writing, spreadsheets and handheld use), and experience writing procedures.


Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

LICENSES/CERTIFICATIONS: Valid Driver's License.


Background Check: The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.
Medical Exam
After a conditional job offer, candidates will be required to pass a medical examination which includes a physical screening.

Selection Process: Eligibility to be considered for the position will be determined by a rating of training and experience or oral examination (100%). Since the examination selection process may consist of a rating of training and experience, it is to your advantage to be as complete and thorough on your application form, supplemental application and other supporting documentation/materials as is possible. Minimum passing score is 70. The City of Minneapolis Human Resource office reserves the right to limit the number in any phase of the selection process.

Eligible List Statement: The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  • Good physical condition and stamina.

  • Good map reading, radio communication skills,

  • Time management skills are very important in this position along with the ability to operate effectively and independently.

  • Strong verbal and written communication skills and the ability to communicate effectively with a diverse group of people.

  • Good interpersonal skills and the ability to safely de-escalate potentially dangerous situations.

  • First Aid training preferred.
