Position Summary:

We are seeking a highly experienced Pipeline Integrity Engineer with a strong background in regulatory compliance and auditing, ideally with prior experience at the state governance level, such as the Texas Railroad Commission (TRRC), the Pipeline and Hazardous Materials Safety Administration (PHMSA), or other state agencies responsible for pipeline safety and integrity oversight. This role is critical to ensuring our pipeline systems consistently meet or exceed both federal and state safety standards. The ideal candidate will bring deep expertise in pipeline integrity regulations, audit procedures, and risk-based assessment methodologies, contributing to a culture of safety, reliability, and regulatory excellence.

Key Responsibilities:

  • Lead and support internal and external pipeline integrity audits, ensuring compliance with49 CFR Parts 192 and 195, as well as applicablestate-level regulations.

  • Interpret and apply regulatory requirements fromPHMSA,TRRC, and other state agencies, includingTRRC Rule 8.101 Pipeline Integrity Assessment and Management, which governs integrity assessments, remediation timelines, and documentation standards for intrastate pipelines.

  • Ensure timely and thorough execution of integrity assessments in accordance with Rule 8.101, including:

    • Identification of pipeline segments subject to integrity assessment.

    • Selection and application of appropriate assessment methods (e.g., ILI, pressure testing, direct assessment).

    • Evaluation and remediation of anomalies within prescribed timeframes.

    • Maintenance of detailed records and documentation to demonstrate compliance.

  • Develop and maintainIntegrity Management Plans (IMP), includingHigh Consequence Area (HCA)identification,risk assessments, andmitigation strategies.

  • Collaborate with operations, engineering, and compliance teams to address audit findings and implement corrective actions.

  • Prepare detailed audit reports and regulatory submissions, including responses toNotices of Amendment,Proposed Violations, orCorrective Action Orders.

  • Monitor regulatory changes and proactively update internal standards and procedures to maintain compliance.

  • Provide technical guidance oninline inspection (ILI)data analysis,corrosion control, andanomaly remediation.

  • Participate in incident investigations and root cause analyses related to pipeline integrity issues.

Represent the company in regulatory meetings, industry forums, and technical committees.

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

Qualifications:

  • Bachelors degree in engineering (Mechanical, Civil, Petroleum, or related field).

  • 7+ years of experience in pipeline integrity, with at least 2 years in a regulatory or auditing role at TRRC or PHMSA.

  • In-depth knowledge of federal and state pipeline safety regulations.

  • Strong analytical skills with experience in ILI data interpretation and integrity assessments.

  • Excellent communication skills, both written and verbal, with the ability to interface effectively with regulators and internal stakeholders.

  • Professional Engineering (PE) license or NACE certification is a plus.

Preferred Attributes

  • Experience conducting or overseeing regulatory audits.

  • Familiarity with GIS-based HCA mapping and risk modeling tools.

  • Proven ability to manage multiple projects and deadlines in a fast-paced environment.

Working Conditions:

The work environment characteristics described here are representative of those encountered by an employee while performing the essential functions of this job.

  • Usually, normal office working conditions. In-person work at 1300 Main Street, Houston, TX.

  • Must be able to remain stationary 50% of the time due to prolonged periods of sitting or standing.

  • Occasional overnight travel may be required.

  • Occasional visits to industrial/manufacturing settings may include exposure to various materials and chemicals, extreme temperature conditions, and loud machinery, and require appropriate personal protective equipment.
