Job Title: Project Controls Lead Location: Houston, Texas Type: Contract Contractor Work Model: Onsite System One is seeking a Project Controls Lead on-site in Houston, TX for long-term contract. Candidates must be local to the area. Prior experience in the nuclear industry, or with US Department of Energy nuclear projects is preferred. The Project Controls Lead reports to the Director, SMR Product Development and is responsible for overseeing the individuals that implement the processes and tools used for controlling projects. This includes earned value management, planning, scheduling, cost estimating, change management, and budgeting. The lead is assigned to a project and is assigned a team of project controls professionals, implements best practices, and supports decision-making through data-driven insights. Project Controls resources support project managers and project directors to ensure that projects are delivered on time, within budget, and in compliance with organizational processes, policies, and standards. ESSENTIAL DUTIES AND RESPONSIBILITIES Lead, mentor, and develop a team of project controls professionals (project control specialists) who are assigned to projects. Promote a culture of accountability, innovation, and professional growth within the team. Manage staffing needs, including recruitment, onboarding, training, and retention strategies. Oversee the tools and standards for the development and maintenance of integrated project schedules and cost baselines. Implement a graded controls approach based on project size and complexity. Provide oversight to project teams to ensure quality and consistency of earned value management baselines, forecasts, and change control. Oversee establishment of key performance indicators (KPIs) for project health (e.g., SPI, CPI etc). Coordinate with other corporate stakeholders (e.g., Procurement, Finance, Accounting) on requirements for and information needs from projects. Lead the design and development of progress reports for senior management and other stakeholders. Utilize dashboards and analytics tools (Power BI, Tableau) for real-time insights. Facilitate effective communication and alignment across departments and project teams to ensure effective implementation of project controls functions. Continuously improve project controls methodologies, processes, standards, and tools to enhance effectiveness and efficiency, leveraging lessons learned, benchmarking, and best practices. Perform period organizational assessments. Drive digital transformation initiatives (e.g., automation, AI, advanced analytics) in collaboration with PMCoE. Perform other duties as assigned. MINIMUM SKILLS, QUALIFICATIONS AND ABILITIES Education: B.S. degree in engineering, or B.A degree in business preferred. Experience: Minimum of ten years of project controls experience on large commercial projects, with at least five years in leadership, managing project controls teams and complex projects, is required. Must have expertise with scheduling (P6), budgeting, ERP and other project controls tools (e.g., PRISM G2). Additional required or preferred experience includes: Demonstrated application of Project Management Institute (PMI) Project Management Body of Knowledge principles and processes (required). Demonstrated application of integrated cost and schedule control, or ANSI EIA-748-C Earned Value Management System practices (required). Experience in the nuclear industry, energy industry, power plant architect/engineering (A/E), power plant engineering procurement construction (EPC), or US Department of Energy nuclear projects. (preferred) Project Management Institute (PMI) Project Management Professional (PMP) certification or equivalent certification program completion. (preferred) AACE Certifications - Certified Cost Professional (CCP), Planning and Scheduling Professional (PSP) (preferred) Industry Requirements: Eligible to work under Department of Energy 10 CFR Part 810. Quality Assurance: Commits to the understanding and implementation of quality assurance regulations, standards, and guidelines of 10 CFR 50 Appendix B, 10 CFR 21, and NQA-1.
