Position Summary: The Senior Business Analyst is a collaborative leader who drives positive change and organizational excellence across the City of Aspen. This role leads complex projects and programs from concept through implementation, collaborating with cross-functional teams to identify opportunities, optimize business processes, and deliver innovative solutions that support citywide strategic objectives. By championing continuous improvement and fostering a culture of service, partnership, and innovation, the Senior Business Analyst ensures that both internal operations and public-facing initiatives are efficient, effective, and aligned with the City's mission and values.
Supervision Exercised and Received: Works under the direct supervision of the Director of Strategy and Innovation. Leads multi-departmental project teams and cross-functional initiatives, serving as a principal internal consultant and trusted advisor.
Essential Job Functions:
Process Improvement and Analysis
* Leads analysis of business needs and recommend solutions that enhance systems and processes across departments, supporting the City's strategic vision.
* Facilitates cross-departmental collaboration to identify challenges, document requirements, and model current and future states.
* Applies advanced business analysis techniques-including requirements elicitation, validation, process mapping, and solution evaluation.
* Champions continuous improvement and innovation using methodologies such as Lean Six Sigma, data analytics, and more.
* Manages technology-driven projects throughout their lifecycle, ensuring alignment with strategic goals and measurable outcomes.
* Identifies and integrate emerging strategies and technologies-such as artificial intelligence-into municipal operations to enhance service delivery and support organizational priorities.
Change Management and Organizational Excellence
* Balances the needs of individual stakeholders while advocating for the best interests of the city of Aspen and its customers.
* Leads organizational change initiatives to support adoption of new processes, systems, and technologies.
* Fosters open communication and engagement to build alignment and enthusiasm for change.
* Assesses impacts of proposed changes and recommend mitigation strategies.
* Ensures employees have the knowledge and tools needed for successful adoption of new initiatives.
* Tracks progress, gather feedback, and adjust strategies to ensure sustained improvement.
Internal Consulting and Capacity Building
* Serves as a liaison between business stakeholders and technical teams, ensuring clear communication and alignment.
* Serves as a trusted advisor, guiding teams and leaders to align business needs with strategic priorities and drive meaningful change.
* Builds strong partnerships across departments to support collaboration and shared goals.
* Develops and deliver training and support materials to enhance organizational capability and capacity for improvement and innovation.
Program and Project Management
* Leads and maintain ownership of internal and public-facing programs and strategic projects, ensuring alignment with organizational goals and community impact.
* Oversees planning, coordination, and execution of strategic programs and projects from initiation through completion.
* Develops and manage timelines, budgets, and resource plans to ensure successful delivery.
* Maintains accurate documentation and reporting tools to provide transparency for stakeholders.
* Monitors performance metrics and implement improvements to enhance program effectiveness.

Minimum Requirements:
Education: Bachelor's degree in information technology, computer science, business administration, data analysis, quantitative methods/analysis, public administration, program evaluation, or a related field of study.
Work Experience: Three years of progressively responsible experience in business analysis, process improvement, project management, or cross-functional team building.
Technical Knowledge: Professional level proficiency in technology-based office environment, and proficiency in Microsoft Word, Excel, and Outlook (Email). Must have a thorough understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.
Licenses & Certifications: Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date. Advanced training in business process improvement (such as Lean, Six Sigma, and/or Business Analyst Certification).
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above.
Preferred Candidate:
* Familiarity with government operations or programs that require transparency and public engagement.
* Experience with databases, programming languages, and/or business intelligence tools. Experience with workflow software, project management software, survey, or statistical analysis software.
* Advanced training in project management, team facilitation, leadership, and organizational management principles.
* Advanced training in quality, innovation, program evaluation, process improvement, LSS or other improvement methodologies.
* Demonstrated ability to influence and lead across departments with formal authority.
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.
Position Type and Work Hours:
* Regular full time, hours may vary with workload. The anticipated start date for this position is January 2026.
* Evenings/Weekends may sometimes be required in addition to or instead of normal hours depending on department needs and special projects.
