This senior-level professional role is key to developing, administering, and ensuring compliance across U.S. Department of Housing and Urban Development (HUD) programs, including Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships Program (HOME), and Neighborhood Stabilization Program (NSP). You’ll play a vital part in shaping and updating action and consolidated plans, monitoring program performance, and driving progress toward our community housing goals. As a Sr. HUD Program Coordinator, you’ll represent the County in meetings with internal teams, partner agencies, and the public, providing expert guidance and support to beneficiaries and subrecipients in alignment with federal and state regulations. Operational Program Compliance Assist the Community Housing Manager in the management of formula entitlement programs from HUD while ensuring goals and objectives are met timely manner, measured, and are in conformance with applicable regulations. Develop and update annual action plans, five-year consolidated plan, and other required plans through independent research, analysis, and application of housing-related regulations, requirements, and stakeholder and public input. Ability to lead meetings with external and internal stakeholders and members of the public, comprehend questions and inquiries on programs, and provide accurate information, guidance, and recommendations. Implements housing program guidance and policies, to include crafting correspondence, letters, and notices to internal departments, external stakeholders, federal and state agencies, and public meeting materials. Subrecipient Management and Monitoring Lead meetings, negotiate terms and scopes, and develop subrecipient agreements to include compliance metrics and performance data collection activities, and other requirements imposed upon subrecipient agencies. Perform subrecipient monitoring efforts of provider organizations enacting programs on behalf of the county to assess the provider’s compliance in accordance with the terms and conditions of a subrecipient agreement. Receive, review, and process subrecipient progress reports and reimbursement requests and associated backup documentation to support information supplied by subrecipients on a routine basis. Conduct onsite and desk monitoring efforts of subrecipients’ program progress, purchasing policies and approvals, fiscal accounting, and other requirements of subrecipients, followed by documented issuance of any notices of findings and necessary correcting actions required. Grant Monitoring and Reporting Monitor fiscal and progress statuses of all grant-funded program activities, identify areas of concern and improvements, and communicate these to stakeholders and leadership as needed. Review financial reports and identify and secure expenditure and other required backup documentation for electronic submission in federal reporting databases and internal grant filing systems of the county. Routinely communicate with external and internal stakeholders on quarterly and annual reporting progress and expenditure deadlines, solicit this information, analyze data, and compile and enter this information according to federal and state reporting parameters and related systems. Assist in the budget adoption and any necessary fiscal adjustments through the use of the county fiscal accounting systems and existing county budgeting policies and procedures. About the Schedule Work Hours: Full-time, 40 hours per week. Typical Schedule: Monday - Friday, 8:00 a.m. to 5:00 p.m. (no weekends!) As a reminder, all county employees are considered essential and must be prepared to protect and support the community and its citizens. Each employee, without exception, will have a duty assignment and be required to work during a disaster or declared emergency. About You To be considered for this role, you must have the following: Bachelor's degree from an accredited college or university in Public Administration, Business, Finance, Planning, or a job-related field with 3 years of professional public or private sector job-related experience. OR: Master's degree from an accredited college or university with 2 years of professional public or private sector job-related experience. OR:At management discretion, 7 years of professional job-related experience in management of technical projects/programs and strategic planning may substitute for the required education. The ideal candidate has the following knowledge, skills, and/or abilities: Please note that these are not requirements but bonuses for your consideration. Master’s degree in public administration, Business, Finance, Planning, or a related field preferred, along with 2 (or more) years of experience working with or administering federal housing grant programs. Strong understanding of federal, state, and local grant regulations, with the ability to interpret and apply complex program requirements. Skilled in leading high-priority projects, managing multiple tasks independently, and meeting deadlines in a fast-paced environment. Excellent communication and relationship-building skills, with the ability to educate others and prepare clear, concise reports and policies. About Everything Else Starting Pay Range: $61,734.40 - $68,016.00, based on experience.
