Responsibilities for this position may include, but are not limited to:
  • Supervise and/or provide functional and technical guidance for procedure management software, document management systems users, and document owners.
  • Assists plant, Operating Division Trainers, and other designated personnel in creating and maintaining procedures and other documents for Oak Point.
  • Develops and conducts necessary training for procedure writers and plant staff on the use and creation of procedures and procedure management tools.
  • Responsible for clean and accurate data for creating special reports from the tools to provide recommendations on better use of systems and continual improvement to document work processes.
  • Initiate and lead discussions with business unit personnel, Engineering, Maintenance, and Operations regarding all manuals, procedures, and training material in assigned areas.
  • Oversee/develop and update electronic manuals, documents, and ensure material conforms with Federal OSHA [Reg 1910.119(f)], Cal OSHA (Reg 8, Section 5189), applicable PSM laws, EOM guidebook, Procedure Professionals Association (PPA) guidelines, and Chevron standards. Stay current on local laws and ordinances.
  • Responsible for the consistent application of Electronic Operating Manual styles, formats, human factors, and other document standards. Provides technical guidance and assistance to plant personnel to ensure adherence to document standards and associated business rules governing document change management.
  • Assist the Training department with training development, standardization, formatting, and management of training forms, material, and web pages.
  • Manages Procedure Management Software programs and works with vendors/specialists for system upgrades, updates, and repairs to the system. Works with vendors/specialists for system testing, development, and changes to programs for procedure management delivery systems. This includes management /updates of Oak Point forms and Plant instructions.
  • Understand and apply the Human Factor requirements pertaining to writing procedures, guidelines, training, and instructional materials used by operations.
  • Content manager for the area web page and documents using computer applications such as Microsoft Office Suite.
  • Partner with other Manuals and Procedures Specialists to organize procedures, process information, equipment information, and training material in a standardized format.
  • Facilitate training sessions for procedures and process manuals.
  • Support Operations on the Procedure Annual Certification process by coordinating the process and managing the certification documents and reporting out metrics.
  • Create/update and report leading/lagging monthly metrics related to Operational Excellence Procedures.
  • Participate in internal and external audits.
  • Interface & communicate with all levels of plant personnel (Operations, Field Trainers, Technical, HSE, and Maintenance, Business Unit Management) to effectively complete new or updated documents for validation according to department standards.


Required Qualifications:
  • High school diploma or equivalent.
  • Valid Driver's License.
  • Proficiency in Microsoft Office Suite and knowledge of Microsoft Teams.


Preferred Qualifications:
  • Two+ years of technical writing experience in an industrial, manufacturing, or petrochemical environment.
  • Experience in effectively incorporating human factor improvements into procedures according to PPA standards.
  • Minimum of five years' experience as an operator in a refinery or petrochemical facility.
  • Strong organizational, interpersonal, and project management skills
  • Ability to effectively manage simultaneous projects as an influential leader.
  • Highly motivated with the demonstrated ability to work well, both independently and with minimal supervision in a team environment.
  • Demonstrated ability to communicate effectively (written and verbal) at all levels of the organization.
  • Experience in developing new procedures, updating technical manuals, and managing digital management tools.
  • Experienced in training development, facilitation, and delivery.
