Responsibilities

The University Purchasing Card Administrator is responsible for the administration of the University Purchasing Card (P-Card) program, analyzing and monitoring program effectiveness, and reinforcing the control environment to ensure compliance of University policies and procedures. This position provides direct support and training to University cardholders and their proxies and acts as liaison to the bank and the FSU Controller’s Office.

  • Responsible for development, management, and administration of the campus-wide Purchasing Card (PCard) program. This includes establishment and enforcement of all policies, procedures, and keeping up with technology updates required to support program. Serves as main point of contact for customer service requests. Acts as a liaison between cardholders and the bank to resolve problems and assist with possible fraud investigations. Maintains required documentation for PCard issuance and termination, credit limit increases, waivers, and approvals to ensure compliance with all related University policies and procedures. Creates, develops, and delivers cardholder training programs; works to increase efficiency through online training and support modules. Coordinates updates for website information for University PCard and online manual. Reviews and investigates PCard issues taking appropriate action and providing feedback to appropriate personnel. Manages documentation procedures for cardholder violations and recommends course of action in compliance with the University's policies and procedures.
  • Purchasing Card Management for program effectiveness and strategic objectives. Works with University departments and senior leadership to achieve PCard program objectives. Develops tactical plans to achieve PCard program objectives. Prepares PCard metrics for management Analyzes assigned PCard spending to ensure the University is receiving maximum value for procurement dollars. Provides reports to departments as requested on card usage and recommendations for card limits. Reviews PCard supplier options and provides recommendations on best value solution provider.
  • Develop and maintain constructive and cooperative working relationships with colleagues, management, and stakeholders. Provide excellent customer service to campus Cardholders. Act in a consultative role with departments by determining how Procurement Services can assist in achieving the department’s goals through understanding their unique procurement needs and ensuring quality services are provided to the University community as efficiently as possible. Develops efficient and effective relationships between program's functions and other programs and functions within the University (i.e. Controller’s Office, Audit Services, Sponsored Research and Procurement).
  • Coordinate with banking institution on implementation, fraud detection, card management and problem solving for campus program, Develop, recommend and implement PCard operating policies and procedures that impact areas of responsibility. Assist in formulation, development and implementation of University policies. Comply with and maintain knowledge of applicable rules, legislation, regulations, standards, and best practices. Assist with interpretation of governing laws, rules and regulations, as well as University policies and procedures.
Qualifications

Bachelor's degree and four years of experience related to administrative services; or a high school diploma or equivalent and eight years of experience related to administrative services. (Note: a combination of post high school education and experience equal to eight years.)

Preferred Qualifications

The ideal candidate should have PCard Administrator experience.
