Summary ** This position is only open to current King County employees. ** **This recruitment will be used to fill 1 Term-Limited Temporary (TLT) and/or Special Duty Assignment (SDA) position. The TLT/SDA is anticipated toend June 30 2026 with the possibility of extension.King Countys Department of Local Services (DLS) Road Services Division Directors Office is seeking an experienced Administrative Services Manager (Administrator IV)to develop standard work implement change management and provide support for various administrative activities throughout the Division. The position will primarily focus on: (1) designing and implementing administrative processes to ensure hybrid work remains responsive to workforce and business needs; (2) using best practices to redesign standard work (including policies and procedures) for administrative activities throughout the division to ensure consistency collaboration and efficiency across functional sections; and (3) provide administrative support to the real property and governmental relations unit.This position will report to the Road Services Division Deputy Director but also serve as a key advisor to the Division Director County Road Engineer and other members of the Road Services Division Directors Office.The ideal candidate for this role will be a self-starter who is skilled at organization and has excellent interpersonal skills keen attention to detail and an ability to stay focused in a fast-paced environment with competing priorities. We are looking for a strong communicator with experience working with county leadership and a history of building team success using innovation and continuous improvement principles.About the Department of Local Services:King County is the local service provider for the roughly one quarter-million people who live in the unincorporated areas of the county; collectively these communities would be the second largest city in the state. The Department of Local Services includes a Directors Office and the Road Services and Permitting Divisions. Together this department provides a single executive point of accountability for delivering local services to all unincorporated areas.The King County Road Services Division designs builds operates and maintains roads and bridges in unincorporated areas of King County. This includes but are not limited to:Managing and improving space planning at King Street Center and Renton worksites to ensure effective in-person work;Developing division-wide hybrid norms to aid hybrid workers in adapting between in-person and remote work;Developing a plan to manage facilities and equipment related requests; andEstablishing a change management plan and working with relevant staff to implement the plan.Redesign standard work (including policies and procedures) using best practices for administrative activities throughout the division to ensure consistency collaboration and efficiency across functional sections. This includes but are not limited to:Facilitating work sessions with administrative staff and other relevant staff to collaborate on redesign efforts;Directing and/or analyzing and assessing internal systems and making recommendations on changes or revisions to improve business productivity and performance;Drafting and implementing policies and procedures if needed; andEstablishing a change management plan and working with relevant staff to implement the plan.Provide administrative support to the real property and governmental relations unit. This includes but are not limited to:Leading efforts in revising and developing county codes and public rules for the Division;Supporting administration of the Contract City Work Program;Developing a database of all inter- and intra-governmental agreements; andSupporting the Divisions Continuity of Operations Plan (COOP).Other duties as assigned.Experience Qualifications Knowledge SkillsMinimum qualifications:Bachelors degree in public administration business administration organizational development or a related field; or equivalent combination of education and experience that provides the required knowledge skills and abilities.Five (5) years of progressively responsible experience in administrative operations business process improvement organizational development project coordination or related work.Experience leading or supporting hybrid work initiatives workplace operations or facilities-related administrative processes.Experience facilitating groups gathering requirements and collaborating with cross-functional teams to redesign or improve workflows policies or procedures.Advanced knowledge of King County administrative policies procedures and practices.Ability to facilitate meetings lead collaborative work sessions and support decision-making with data and documentation.Ability to analyze administrative systems identify gaps and recommend improvements that support consistency efficiency and collaboration.Excellent written and verbal communication skills including drafting implementing and maintaining policies procedures and standard work documents.Demonstrated experience in developing and executing change management plans and coordinate implementation with stakeholders.Strong project management skills including planning tracking prioritizing and meeting deadlines across multiple workgroups.Understanding of Continuity of Operations Plan (COOP) concepts or emergency preparedness frameworksProficiency with productivity and collaboration tools (e.g. Microsoft Office/365 SharePoint Teams).Abilitytoworkwithdiverseindividualsandcustomersandmaintainingeffectiverelationshipsatalllevelsofthe organizationandwithinternal andexternalcustomers.Advanced knowledge of the principles and techniques of budgeting project accounting and governmental accounting.DESIRED QUALIFICATIONS:Knowledge of King County Department of Local Services Road Services Division policies procedures and practices.NECESSARY REQUIREMENTS:Must be able to move from workstation to workstation sitting standing and reaching throughout the workday in a fast-paced environment.Supplemental InformationINTERVIEW SCHEDULE: Those applicants who pass the initial screening will be invited to participate in a15-minute phoneinterview the week of December 22 2025If you are selected to move forward after the phone interview you will be invited for a45-minute virtual interview on December 26 2025.WHO MAY APPLY:This recruitment is open to all qualified applicants and may be used to fill current and or/future career service term-limited temporary short-term temporary and or/special duty positions over the next six months.
