Status: Full Time
Location: Southern California (Based out of Chino Hills)
Annual Salary: $85,000- $89,000 annually

SUMMARY:

The Area Program Manager provides operational leadership and oversight of assigned programs ensuring Redwood Family Care Network is
adhering to all applicable rules, regulations, policies, and laws related to service delivery. Assists the District Manager in overseeing day-to-day program operations, staffing, compliance, quality assurance, employee development, and fiscal accountability.

Provides direct supervision and support to Administrators and/or Program Managers to ensure quality services are delivered to individuals supported. Works collaboratively with all levels of management, agency officials, Regional
Centers, licensing agencies, and staff as necessary. Supports employee coaching and development through leadership guidance, training, and performance management. Acts as the District Manager's designee as assigned
and assists with district-wide operational initiatives.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Provide direct supervision, coaching, and support to Administrators and/or Program Managers within the assigned geographical area.
  • Assist the District Manager in overseeing daily operations of assigned programs and residential homes.
  • Complete Regular Quality Assurance reviews through My Field Audits of individual records, documentation and MAR's to ensure that service delivery is appropriate to meet the needs of the person served and personal goals.
  • Monitor staffing levels ensuring required hours and support / supervision are provided, scheduling practices, overtime utilization, and employee performance to ensure operational effectiveness.
  • Routinely observe service delivery on-site and monitor for demonstration of knowledge ie: ISP requirements, individual health needs, behavior management techniques, and emergency procedures.
  • Keep the DM informed of all critical incidents or clinical concerns.
  • Serve on and/or facilitate Human Rights Committee meetings as designated by the District Manager and coordinate admissions in conjunction with the placement team and District Manager.
  • Responsible for employee coaching, development, accountability, discipline, and employee relations in collaboration with the District Manager and Human Resources.
  • Conduct regular site visits and quality assurance reviews to ensure compliance with company policies and regulatory requirements.
  • Assist in developing, implementing, and maintaining staff training plans that outline expectations, accountability standards, and professional development opportunities.
  • Conduct and or Monitor Training for all staff in least restrictive techniques, behavior management, active treatment, client rights, prevention of abuse and neglect, documentation / data collection, emergency procedures and other areas as needed or required by the company.
  • Review and monitor facility files, documentation, and program records to ensure compliance with California Code of Regulations, Title 17, Title 22, and company standards.
  • Ensure all homes/programs maintain compliance with Community Care Licensing requirements, Regional Center regulations, and Redwood Family Care Network policies.
  • Act as agency liaison working with service providers, Regional Center representatives, Community Care Licensing, families, conservators, and other agencies as needed.
  • Assist with investigations, incident reviews, corrective action plans, and follow-up activities related to health, safety and compliance concerns.
  • Monitor General Event Reports (GERs), incident reports, client notes, and other documentation to identify trends and ensure timely resolution of concerns.
  • Participate in Individual Program Plan (IPP), interdisciplinary (ID), transition team meetings, and other service planning meetings as needed.
  • Assist the District Manager in monitoring budgets, labor costs, staffing utilization, and monthly operational expenses.
  • Promote a culture of safety, accountability, professionalism, and person-centered services throughout assigned programs.
  • On-call as needed and provide leadership support for emergencies, staffing shortages, medical incidents, and crisis situations.
  • Serve as a member of the District Management Team.
  • Assure oversight of vehicle maintenance.
  • Complete timely performance management and coaching to ensure employees are productive, accountable and successful in their positions.
  • Hire, train, evaluate, and Monitor Administrator/Program Manager performance.
    Conduct regular meetings with employees to share information and develop action plans.
  • Serve as District Manager designee during absences and provide operational leadership as assigned.
  • Perform other related duties and assignments as required.
Knowledge, Skills and Abilities



Knowledge:

Services supplied in accordance with Title 17 & 22, Regional Center contracts, facility program design and Individual Program Plans; state and federal laws, Department of Social Services, Department of Developmental Services, State Council on Developmental Disabilities.

EDUCATION AND EXPERIENCE:

  • Bachelor's degree preferred and/or equivalent experience and other special training as required by the program designs, including contract required certifications.
  • CPR/FA and, if applicable, Prevention & Support certification required.
  • Maintain Applicable Administrator Licensure for all license types within the district (ARF, GH, etc.)
  • Minimum of 3 years of increasing management experience and/or responsibilities
  • supervising residential programs serving adults with developmental and intellectual disabilities.
  • Experience supervising Administrators, Program Managers, or equivalent leadership positions preferred.
  • Experience with regulatory compliance, employee relations, quality assurance, and operational oversight.
  • Must maintain current certifications and training.
    Physical Requirements:
    • This position works in an office, home and outside environment. This position frequently requires driving, keying, hearing, seeing, speaking, standing and walking.
    • Also required occasionally is lifting, bending, kneeling, reaching and possible use of Hoyer lift.
