Introduction The Maryland Department of Labor (MD Labor) Occupational and Professional Licensing is accepting applications from qualified candidates for the position of Administrator I. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.An administrator or supervisor encompasses administrative staff work related to the administration of departmental policy and overseeing or coordinating agency operations or functioning as a special assistant to an executive. Employees engaged in overseeing or coordinating agency operations are responsible for planning organizing implementing administering and supervising the interpretation and application of agency policies directives and procedures designed to accomplish the mission of the agency. Charles Street Baltimore Maryland 21201 Main Purpose of Job The Assistant Executive Director of the Maryland Home Improvement Commission (MHIC) primary purpose is to supervise direct and oversee the licensing investigative and complaint activities of the MHIC and its supportive clerical activities; to advise and support the MHIC Executive Director in the day-to-day operations of the MHIC; In the absence of the Executive Director the Assistant Executive Director is responsible for the Commission and its activities. As such the incumbent is require to possess a broad knowledge of the Maryland Home Improvement Commission Guaranty Fund and the Commissions and Departments statures regulations policies procedures and activities. POSITION DUTIESDuties may include but are not limited to:Direct the activities of the Investigative and Complaint unit supervises all MHIC; investigators and oversees all related activitiesensures timely resolution of all complaints and claims filed with the MHICsupervise MHIC lead investigator investigators administrative staff and others as assignedprepare employee personnel actions for training reclassifications promotions and recommend performance-based improvementsmonitors office coverage schedule and approve leave and review and approve timesheets of those supervisedreview and approve reimbursement of employee job-related expenditures such as mileage etcconduct Performance Evaluation Program reviews with staff and prepare all appropriate documentsdevelop performance improvement plans as needed and conduct follow up reviews with employees whose performance requires improvement to meet standardsfoster the mission of the MHIC and the Department to all stakeholders with MHIC staffAdvise the Executive Director on the need to update agency policies and procedures as appropriatedevelop proposed new policies and procedures and work with the Executive Director to plan and implement new policies and proceduresThe Assistant Director is responsible for all other duties and special projects assigned by the Executive Director and CommissionerMINIMUM QUALIFICATIONSEducation: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Four years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university for the required experience. 3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
