IntroductionThe Maryland Department of Labor Division of Unemployment Insurance is seeking qualified and motivated individuals for the full-time permanent position of UI Professional IX functioning as Assistant Manager of the Benefit Payment Control Unit. This recruitment will be used to fill current and future vacancies within this classification and an eligible list of candidates will be maintained for one year after the announcements closing date.This position plays a vital role in serving Marylanders who are seeking assistance with Unemployment Insurance benefits. As a Assistant Manager this role will consist of providing leadership and direction for the day-to-day operationsto the Recoveries Investigations and Overpayment Supervisors in the Benefits Payment Control Unit applying UI Management Model standards to comply with USDOL performance measures and Maryland state law.We are committed to building a diverse and inclusive workforce. Spanish-speaking candidates are strongly encouraged to apply.GRADE 20 LOCATION OF POSITION100 S Charles StreetBaltimore Maryland 21201Main Purpose of Job The main purposes of this position are to assist BPC Director in developing planningcoordinating and managing the daily operations within the Benefits Payment Control unit(Investigations and Overpayment and Recoveries sections) for the Division ofUnemployment Insurance (DUI) in accordance with the Employment and TrainingAdministration Advisory System U.S. Department of Labor (USDOL); will directly lead BPCSupervisors; assist in creating policies procedures and establish internal controls thateffectively protect the integrity and security of UI program staff program operations andsystems UI funds UI data and other state assets; to reduce the possibility of internal andexternal fraud by minimizing program vulnerabilities and faulty procedures; and to helpprevent identity theft. POSITION DUTIESThis position duties consist of but not limited to the following:Plan organize manage and supervise the Benefits Payment Control Investigations and Overpayment andRecoveries Supervisors to fulfill the goals and mandates of the Maryland Department of Labor and theDivision of Unemployment Insurance. Direct the numerous Report of Hire (State-SROH and National NDNH) intrastate and interstate crossmatches and wage audits to detect fraud and improper that crossmatches are conducted timely and in compliance with State and Federal Regulations. Directthe Claims Investigations and Overpayment and Recoveries Supervisors overseeing ClaimsInvestigations/Post Audits Overpayment and Recoveries sections within BPC. Assist in analyzing dataderived from each unit to improve the collection of long-term outstanding UI fraud and non-fraudoverpayments. Work in collaboration with Internal Security & Integrity Unit on DUIs Integrity Efforts andtraining for DUI staff benefits and tax units. Detect and reduce UI fraud identity theft. Consult with UISupport and Metrics unit/OIT to ensure timely run of quarterly crossmatch reports and selection criteria isupdated as needed. Maximize the integrity of the UI program through minimization of errors and increasedcommunication. Submit accurate completed timesheets and leave requests to timekeeper by the appropriatedeadline. Review approve and submit timesheets of subordinates by the appropriate deadline.MINIMUM QUALIFICATIONSEducation:A Bachelors degree from an accredited college or university.Experience:Eight years of experience supervising staff in a public or private agency related to rendering and/or determiningeligibility for a Human Service Program.Note:Candidates may substitute additional experience in unemployment insurance as defined above for the requirededucation at the rate of one year of experience for one year ofeducation for up to four years of the required education.SELECTIVE QUALIFICATIONSApplicants must meet the selective qualification(s) to be considered.Include clear and specific information on your application regardingyour qualifications.Five years of experience supervising in call center.DESIRED OR PREFERRED QUALIFICATIONSPreference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.Experience with fraudulent ClaimsExperience with Microsoft officeStrong written and oral communication experience.SPECIAL REQUIREMENTSPersonnel employed in this classification will have access to federal tax information and must undergo a state and FBI criminal background check as a condition of employment.All candidates are subject to a background check against files maintained by the Division ofUnemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud.
