Unless required by legislation or union contract starting salary will be the minimum salary of that pay range (step 1 currently $47.50per hour). These ranges provide a standardized pathway for pay increases. With continued employment new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. Criminal convictions do not necessarily disqualify candidates from consideration.Office of Legal & Acquisition ServicesThe Office of Contracts and Acquisitions (OCA) is housed within the Office of Legal and Acquisition Services and has the expertise and authority for creating agreements and contracts and overseeing the acquisition of goods and services for ODJFS. The mission of OCA is to meet and maintain the highest level of compliance with Federal and State laws rules policies and procedures for acquisitions and contracting for ODJFS and to establish and maintain public trusts and confidence in the stewardship of taxpayer funds.What Youll DoOversees agency activities in purchasing and supports asset management.Oversees and supports the monitoring of supplier and agency performance and the identification and resolution of performance issues.Serves as a liaison to the Office of Budget and Management (OBM) Office of Information Technology (OIT) and Department of Administrative Services (DAS) on contract and sourcing matters.Provides authorization for DAS to enter into contracts with selected vendors on behalf of the agency after review of requests for proposals.Ensures compliance with applicable state and federal laws and agency and DAS procurement standards rules regulations policies and procedures; develops and/or recommends updates to agency-specific procurement policies and procedures.Reviews proposed legislation and/or policy changes to determine financial impact and/or establishes sourcing and contracting procedures consistent with legislative/policy requirements.Represents agency in meetings with legislators state officials and/or county officials regarding the Office of Contracts and Acquisitions (OCA) responsibilities and operationsAdvises managers and officials of other agencies (e.g. County Departments of Job and Family Services) and other ODJFS program areas and offices (e.g. Office of Child Support; Office of Information Services) concerning contracts sourcing purchasing financial management and fiscal controls.Investigates and resolves complaints and/or grievances pertaining to sourcing contracts or purchasing events.Oversees approvals issuances awards cancellations changes strategies and services for ODJFS contracts grants memorandum of understandings and interagency agreements.ChallengesOCA is an extremely fast-paced environment with multiple competing priorities due to the thousands of purchase orders and contracts created each state fiscal year as well as the number of internal and external requests for assistance and information. Strong organization skills and the ability to turn work around quickly is necessary. State Fiscal Years run from July 1st of one calendar year to June 30th of the following calendar year. Historically OCAs Sourcing Unit is most busy from early May through late August as processing for fiscal-year-end occurs while processing for fiscal-year-start temporarily overlap.Necessary SkillsKnowledge of public or business administration.Supervisory Principles/techniques.Ability to define problems collect data establish facts & draw valid conclusions.Handle sensitive contacts with internal & external entities.Write meaningful concise & accurate reports.Interpret extensive variety of technical material in books journals and federal regulations manuals.Efficient time management and multi-tasking skills.Ability to facilitate meetings.*This position is unclassified per ORC 124.11 (A)(9) and is deemed overtime exempt.Schedule:Full-timeHours: Standard workdays are Monday through Friday.
