Job Description

Under the direction of the Budget Manager the Capital Planning Manager will manage the biennial Capital Plan submission annual Capital Improvement Program (CIP) development process and oversee the implementation of the program after its approval. The Capital Planning Manager will serve as the divisions liaison with City and external stakeholders and governmental agencies (FHWA Caltrans MTC SFCTA etc). The position will also be responsible for administering functions related to the Public Works annual operating budget assisting the Finance Manager Executive Team senior management and various project managers with analyzing data producing reports designing and implementing internal systems and monitoring compliance of funding plans to various restrictions.Important and Essential duties: Develop implement monitor and modify procedures and administrative monitoring practices for capital project development and operating budget functions.Lead grant procurement and capital funding efforts for Public Works including but not limited to infrastructure transportation accessibility and right-of-way (ROW) projects and prepare the departments capital plan and budget.Coordinate with staff in related city agencies Capital Planning and the Mayors Office as needed and work with project staff and accountants to ensure the timely use of funds manage expenditures to ensure compliance with funding restrictions and prepare necessary reports.Work with internal and external stakeholders to secure long-term funding for core programs like street resurfacing the ADA transition plan City facilities and safety enhancements/ROW projects and provide research and analysis to support funding for these programs and other capital needs.Monitor federal state and local transportation legislation and proposals and advise Executive Managers and Director on advocacy strategies in response to legislation or transportation planning and programming policy impacting Public Works.Plan organize and direct the overall management direction and oversight of the Capital Planning section.Plan develop and implement section policies and procedures and administer staff functions to ensure departmental goals and objectives are achieved.Oversee and develop consistent financial reporting efforts to provide managers with expenditure and revenue snapshots and trends and provide practical options for potential cost overruns budget balancing and funding plan revisions.Qualifications : MINIMUM QUALIFICATIONS:Education: Possession of a bachelors degree from an accredited college or university.   ANDExperience:Five (5) years of progressively responsible analytical experience with complex budgets or grants within a public sector or other complex organization.Substitution: Additional qualifying experience may be substituted for up to 2 years of the required education. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30-semester units/45 quarter units.Note:One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment. Desirable Qualifications:The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.Increasingly responsible professional level budget experience in a government or a large organization.Experience in the development and management of grants and/or capital plans related to the construction of physical infrastructure (note capital leasing does not qualify as this type of experience).Knowledge of municipal budget structure and processes.Experience facilitating implementation of large financial systems.Experience working with large capital projects with multiple funding sources.Verification:Please make sure your application is complete and demonstrates how you meet the minimum qualifications. For more information about this Supervisory Test please visit:  note: This examination is only held in San Francisco.  A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.This is a standardized examination and therefore test questions and answers are not available for public inspection or review.Scores attained on the Supervisory Test Battery will be valid and banked for three years starting from the date of the examination. This means that during this three-year time period you will not be required to take the Supervisory Test Battery.  The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery your score will be automatically applied to that announcement. However after one year you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used.  Please note that should you re-test your re-test score would become your official score since it is the most recent.*San Francisco Public Works reserves the right to modify the selection process and examination to conform to administrative or operational necessity.
