Job Description
Summary Statement Delaware Capitol Police provide statewide law enforcement services to all three branches of state government. This level describes advanced law enforcement work at the supervisory level which includes statewide divisional report to a technical enforcement tasks include responding to calls for service investigating potential criminal domestic and illegal drug activity handling disorderly persons making arrests transporting committed persons to correctional and medical facilities preventing breach of release and/or escape responding to alarms conducting property checks directing protective escorts and handling persons wanted on outstanding capiases and warrants. Security related tasks include screening entrants and packages to detect weapons contrabands and hazardous materials. Essential FunctionsEssential functions are fundamental core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive incumbents can complete job duties of similar kind not specifically listed here.Implements appropriate law enforcement action in response to criminal domestic violence traffic miscellaneous complaints and other activities.Investigates suspicious and criminal activity which includes detecting collecting and preserving physical evidence interviewing victims witnesses suspects and defendants processing charging documents executing search and arrest warrants and processing defendants.Performs vehicle and foot patrol of assigned areas.Performs community policing through informational presentations and educational seminars for other state agencies schools the public and community organizations.Provides protective services to judges victims jurors witnesses state employees and visitors legislators and the general public as needed.Provides assistance to other law enforcement agencies as back-up or primary response.Takes physical custody of and transports felons and prisoners to appropriate facilities.Presents evidence and testimony and prosecutes cases in court.Prepares a variety of reports pertaining to response of incidents daily activities investigations and training.Job RequirementsJOB REQUIREMENTS for Capitol Police LieutenantApplicants must have education training and/or experience demonstrating competence in each of the following areas:Possession of an active State of Delaware Council on Police Training Certificate or equivalent OR eligibility for recertification per Delaware Administrative Code Title 1 Chapter 801 Section 8.0 Re-activation Requirements of Police Officers.At least eight years experience as a Certified Police Officer.Four years experience in law enforcement which includes interpreting and enforcing laws investigating suspicious or criminal activity interviewing witnesses victims suspects and defendants executing search and arrests warrants and processing defendants.Knowledge of interpreting the Law Enforcement Officers Bill of Rights (LEOBR).Knowledge of procurement services such as purchasing goods or services in accordance with procurement procedures and contract specifications.Knowledge of preparing and submitting grant applications.Knowledge of operations management which includes planning directing coordinating controlling and evaluating operations typically through subordinate supervisors.Possession of a valid Drivers License (not suspended revoked or cancelled or disqualified from driving).Conditions of HireApplicants must be legally authorized to work in the United States. This position is covered by a collective bargaining agreement based on its individual terms.Criminal background check:A satisfactory fingerprint based criminal background check administered by the Delaware State Police is required as a Condition of Hire.Pre-employment Drug Testing: Upon a conditional offer you must undergo pre-employment drug testing as part of the hiring process.All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment.
