This individual will oversee the agencys annual budget under the guidance of the Chief Financial Officer. Duties include preparing yearly budget submissions overseeing the budget request through the legislative process and implementing final addition the position oversees the payroll unit for the Agency. For more information about our benefits please follow this link: Functions Under direction of the Deputy Director Office of Finance and Administration serves as the Chief Budget and Financial Analyst for the Department of Public Health overseeing the development of regular and supplemental appropriation bills and annual legislative to the House and Senate. Oversees the unit that maintains payroll records for all Department employees preparation of semi-monthly payroll vouchers and data entry into automated system. Conducts budget administrative functions as directed. Tracks proposed legislation and coordinates efforts with Legislative Affairs to provide budgetary impact of proposed legislation. Serves as working supervisor. Performs other duties as required or assigned which are reasonably within scope of duties enumerated above. Minimum Qualifications Requires knowledge skill and mental development equivalent to completion of four (4) years of college.Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in budgeting finance planning or public health management. Preferred Qualifications Bachelors degree in accounting business or public administration. Three (3) years experience with state or similar budgetary process. Three (3) years experience with federal and/or state accounting procedures. Two (2) years experience with government funded programs. Two (2) years experience working with state or similar payroll. One (1) year experience creating and using complex spreadsheets.One (1) year public speaking experience.Ability to establish and maintain effective and productive working relationships with public and private organizations practices partnerships and programs within the community. Conditions of Employment Requires ability to pass an agency conducted background check.
