This includes overseeing and managing the IT section collaborating with DPH Budget and Finance among other programs and supervising subordinate IT professionals. The CIO leads or supports efforts in the following areas: Operating Systems Programming creates supports and uses operating system software and operating system management and utility software;develops and implements operating system enhancements (Microsoft products GRITS SENDSS AWS Cloud environment EHR systems);Technical Support - advises developers and others on the capabilities and constraints of the production computing environment;Systems integration - analyzes potential impacts of software functionality and/or changes across multiple systems platforms and/or applications;Packaged Product Evaluation- consults on the implementation and support requirements of purchased/packaged software to applications developers and business unitsCyber Security- ensures security of all operating systemsMaintenance - oversees maintenance and operations of Departmental applications. Maintains inventory of Departmental IT assets Issues and records devices installs troubleshoots various applications.EHR - supports the efforts underway to roll out the new Electronic Health Record (EHR) system statewide by collaborating with the Office of Informatics and other programs as required. Primary Duties & Responsibilities:Develops standards specifications and methodologies for systems operationDirects and coordinates the analysis design construction testing implementation operation and support of information systemsDirects develops communicates and monitors project work plans and schedules for the development and support of information systemsEstablishes IT policy and participates in the coordination of systems administration and network administration Evaluates and assesses new technology for possible applicationInterviews hires directs trains evaluates the performance of and when necessary disciplines and discharges IT employeesManages and directs administrative activities for IT employeesOversee the development and implementation of IT projects and initiativesOversee the evaluation of the units internal processes procedures and technologies to improve efficiency and ensure qualityStrong coordination with DPH Budget and Finance for the cost allocation of agency IT expenses as well as the financial planning and implementation of IT applications.Collaborates with the Georgia Technology Authority on all aspects of DPH IT (e.g. application modernization initiatives billing etc.)Provides leadership to subordinate managers and staffMinimum QualificationsBachelors degree in business administration computer science or information science/technology or a related field from an accredited college or universityANDTen years of experience within information technology of an increasingly responsible nature which involved planning organizing coordinating and evaluating high-level systems or large-scale critical information technology projects from conception to implementation.Note: Applicants must also have Three years of experience in the supervision of technical staff and management experience directly related to network management and network help desk settings.Preferred Qualifications:Minimum 10 years of experience working with data technology business leadership and leading multidisciplinary project teamsExperience in life sciences and health care with a familiarity of Government and Public sectorMust have experience in Enterprise applications and CloudDeep understanding of data analytics and how to apply them into successful strategiesExperience leading and influencing stakeholders with data-driven insightsStrong analytical skills and business acumenAbility to navigate a matrixed organization with key stakeholders and partners across various groupsExcellent communication (verbal and written) facilitation and interpersonal skillsExperience with compliance management (PII PHI GDPR etc.)Extensive understanding of the analysis design hands-on development and delivery of data-centric solutionsDemonstrated aptitude for learning new informatics systems and technologies. Broad knowledge of data processing systems and conceptsMin 6-8 years building developing and managing enterprise Business Intelligence platforms database technologies and visualization toolsMin 4-6 years experience leading technical teams of staff and contractors to deliver large-scale analytics and business intelligence projects which require extensive collaboration in a matrixed organizationMin 4-6 years hands-on experience in business intelligence roles working specifically with the business producing analytical reports and dashboards performing predictive analytics executing ad hoc analyses etc.Additional InformationThe DPH Commissioner and leaders encourage all employees to engage in regular wellness activities and to make lifestyle choices that promote health and well-being.The use of physical activity breaks during the workday is authorized to support this philosophy and assist employees in meeting their wellness goals.A maximum of 30 minutes of physical activity can be allocated per workday typically in the form of two 15-minute breaks or one 30-minute break.Employment InformationCurrent State employees are subject to State Personnel Board rules regarding salary.DPH accepts educational credentials recognized by the Council for Higher Education Accreditation (CHEA) and/or the US Department of Education (DOE) as valid.
