OverviewThis is a leadership and engineering position within the Structures/Hydraulics Section at the Vermont Agency of Transportation, serving as the State Hydraulics Engineer. The State Hydraulics Engineer is a subject matter expert in, but not limited to, the following areas: hydrologic modeling and calculations, open-channel flow, one- and two-dimensional hydraulic modeling, culvert hydraulics, scour evaluation and countermeasure design, channel and bank stabilization, aquatic organism passage, sediment transport, and fluvial morphology. The primary function of the Structures/Hydraulics Section is the development and design of project plans, specifications, and estimates for transportation projects involving bridges, culverts, retaining walls, and related infrastructure across the state. This position is located at Barre City Place in Barre, Vermont.This position will be responsible for:Hydraulic Design and Review - Managing multiple projects and prioritizing tasks within the Hydraulics Unit. Perform and review hydraulic analyses for bridges and culverts using advanced hydraulic modeling techniques. Provide technical guidance to Hydraulics and AOT staff members on topics including (but not limited to) scour evaluations and countermeasure design, structure layout, fish passage analysis, bridge and culvert hydraulics, culvert retrofit design and analysis, floodplain analysis, and regulatory compliance. Simulate flow conditions under various storm events, including peak discharge rates and potential surface water flooding. Assess and analyze the risk of scour and erosion around infrastructure, and design appropriate protective measures.Collaboration - Collaborate with multidisciplinary teams, including architects, civil engineers, environmental engineers, and transportation planners, to integrate hydraulic designs with overall infrastructure projects.The ideal candidate will have:Expert knowledge of Two- and One-Dimensional Bridge Hydraulic Modeling concepts and software packages such as SMS/SHR-2D, HEC-RAS, and HY8Advanced knowledge of GIS software packages such as ArcGIS or QGISWorking knowledge of program languages such as pythonWorking knowledge of sediment transport and debris flow modelingExpert knowledge in Hydrologic calculations and software packages such as WMS, HEC-HMS, and HydroCAD Expert knowledge of Scour Evaluation and Countermeasure design with the use of HEC-18 and HEC-23, respectivelyAdvanced knowledge in fluvial geomorphology and aquatic organism passage (AOP)Working knowledge of floodplain mapping, FEMA "no-rise" analysis, and the CLOMR/LOMR processAbility to mentor hydraulic staff and review hydraulic analyses prepared by othersExperience conducting field inspections, hydraulic surveys, and data collection for model calibrationAs a Vermont State Employee, you will have access to flexible work schedules, telework days, excellent healthcare, retirement, flexible spending accounts, and deferred compensation.This position is classified as a Civil Engineer V by the Department of Human Resources.Who May ApplyThis position, Civil Engineer V - Structures & Hyrdaulics (Job Requisition #53774), is open to all State employees and external applicants.If you would like more information about this position, please contact Rob Young at [email protected] will not be accepted via e-mail. Fieldwork may involve exposure to hazardous materials, traffic hazards, and construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required.
