JOB DESCRIPTION

Job Title: Clinical Manager

Summary: This is second management level within the Clinical Services Department

and the incumbent supervises and manages programs and major service delivery

activities. This position provides leadership and treatment coordination of mental

health and rehabilitation services to individuals with mental illness and respective

family members at multiple clinical facilities. The incumbent applies advanced clinical

knowledge and judgment assures quality of clinical services and trains and consults

with staff as needed. Provides direct clinical supervision of interns as appropriate.

Provides other services that contribute to the achievement of goals and objectives of

the agency and department.

Responsibilities and duties:

• Manages client service delivery of multiple behavioral health clinics by

implementing and monitoring service delivery systems

• Oversee quality and frequency of clinical services. Provides coaching and feedback

to clinical staff

• Mentoring in area of comprehensive assessments, case conferences, treatment plan

and strategic interventions to ensure quality services delivery.

• Provides clinical supervision and direct care services as assigned and within scope

of practice.

• Provides clinical training consistent with agency standards, practices and policies

and oversight to staff, interns and volunteers.

• Provides assessment and intervention in response to client crisis, including

necessary follow up, using appropriate consultation. Provides appropriate

consultation and back up to support other staff in responding to client crisis.

• Provides orientation, consultation, coordination and clinical leadership within the

work team.

• To ensure that service delivery including assessment, crisis intervention, treatment,

discharge planning and communication of significant information meets the needs

of clients, families and payers and reflects sound clinical judgment. Reviews,

evaluates and/or signs documentation including those requiring LPHA signature.

• Complete clinical records and other required documentation in accordance with

agency payer and regulatory requirements, utilizing paper or computer technology.

• Participates in management of team/program discretionary resources available to

meet client needs.

• Provides on-call coverage and participates in after-hours rotation, as aligned.

• Attends and participates in staff, program, agency and community meetings and

training as required.

• Provides back-up coverage for Director of Clinical Services.

• Performs other duties as assigned.

Supervisory Responsibilities:

Carries out supervisory responsibilities in accordance with the organization's policies

and applicable laws. Duties include supervising the clinical services department. Hiring

and progressively disciplining employees. Will have Behavioral Health Specialists BHS I&

BHS II reporting to them.

Qualifications:

Education and Experience:

This position requires a minimum of a Master's degree in one of the disciplines listed—

Master’s of Social Work (MSW) or Master’s of Psychology or Counseling (MA/MS). In

addition, the incumbent must possess a clinical license in good standing with the

Board of Behavioral Sciences or the Board of Psychology. Acceptable licenses include:

Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT),

Licensed Professional Clinical Counselor (LPCC), and Licensed Psychologist (will accept

BBS license eligible candidates).

Additional Training Preferred: Completion of Intern/Trainee Supervision or equivalent.

LCSWs and LMFTs supervising ASW or MFT Interns must complete a minimum of six

hours of supervision training within the two-year period immediately preceding the

commencement of supervision and every renewal period while supervising. If such

coursework has not been completed in the two-year period immediately preceding

supervision, the supervisor must complete the six-hour training within 60 days of

commencement of supervision and in each renewal period thereafter.

Knowledge and Skills:

Ability to engage and communicate effectively with others; Ability to follow directions

and work within a program structure.


Certificates and Licenses:

• Licensed with CA BBS as an LMFT, LCSW, or LPCC (will accept license-eligible

candidates)

• First aid training

• Valid Drivers License - Must meet insurance underwriting requirements.


Special Requirements:

Must be able to meet and receive a criminal records clearance as required by Title XXII,

licensing regulations. This includes FBI and DOJ clearance. A health screening, by or

under the direction of a physician must have been performed not more than one year

prior to employment or within seven (7) days after employment. Health screening must

include TB clearance not more than one year prior to employment or within seven (7)

days after employment. Must have a “valid” standard first aid card from an accredited

institution. Must be physically able to assist clients and/or staff in the evacuation of

program facility in emergency situations. Must be able to administer first aid in an

emergency.
