(PAMI) is looking for Compliance Manager who is responsible for ensuring PAMIs compliance with HUD and Low-Income Housing Tax Credit (LIHTC) regulations. This role oversees program qualification reviews completion of Project-Based Rental Assistance (PBRA) and LIHTC move-in or initial certifications and annual recertifications. PAMI is a high-performing affordable housing that provides safe healthy and affordable housing options for the Austin community. What you will do in this position:Regulatory Compliance OversightEnsure LIHTC and PBRA compliance including income rent and student eligibility requirements.Lead risk analysis and quality assurance reviews; implement corrective measures as needed.Oversee certification processing and timely HUD HAP voucher submissions.Maintain expert knowledge of HUD and LIHTC regulations to guide policy and operations.Policy & Procedure DevelopmentCreate update and maintain SOPs SPGs and compliance forms.Recommend process improvements to align with regulatory updates and organizational needs.Training & Staff SupportDevelop and deliver training on compliance topics and software use.Manage the compliance service request system () providing timely support and guidance.Assist property staff with troubleshooting and compliance questions.Systems & Technology LeadershipServe as Yardi Voyager Affordable module lead; supervise the Yardi/Voucher Processing Specialist.Use Laserfiche and to support efficient documentation and workflow management.Collaboration & Cross-Departmental CoordinationPartner with the Admissions Department on move-in and transfer file processing.Collaborate with other departments to ensure consistent compliant operations More about this position:Qualified candidates must possess: Bachelors degree from a four-year college or university and two to four years of related experience or an equivalent combination of education and relevant experienceDirect experience working in affordable housing compliance including public housing project-based Section 8 housing or LIHTC-funded propertiesPreferred candidates should possess: Expert knowledge of IRS and state LIHTC regulations including the IRS 8823 Audit Guide 10 TAC (Texas Administrative Code) and Land Use Restriction Agreements (LURAs).Strong familiarity with the HUD Project-Based Rental Assistance (PBRA) program including HUD Handbook 4350.3 and related notices.At least two years of experience:Working with layered housing programsUsing Yardi Voyager Affordable moduleUsing Laserfiche (or similar document management systems)Using (or similar project management tools)Demonstrated supervisory experience and the ability to lead and mentor staff.Proven success in policy development and project management.Exceptional attention to detail strong organizational and time management skills.Excellent verbal and written communication skills with the ability to explain complex information clearly to audiences with varying levels of technical understandingBenefits:Paid sick leave annual leave birthday leave & federal holidays 100% of employee health insurance premiums paid by the agency Supplemental health dental vision and life insurance options for employees and family Employee Assistance Program Hybrid work schedule available For a more detailed description of our compensation/benefits offered go to the following website: APPLICATIONS FOR EMPLOYMENT: Application for the open posted position must be submitted via online at the following website: we will acceptapplications at the Housing Authority of the City of Austin 1124 S.
