Job DescriptionMt. Diablo Unified School DistrictContract AnalystPURPOSEThe Contract Analyst drafts oversees and assures proper compliance of districtwidecontracting for public works projects independent services contracts commoditiescontracts and agreements. Adherence to sound business management principles andrequirements of Federal and State laws.SUPERVISIONReports to: Director of Purchasing and WarehouseSupervises: No direct reports; assists all departments and sites with contracts andbidding processesESSENTIAL FUNCTIONS Contract Development and Administration: Prepares reviews edits andmonitors contracts for professional services construction maintenancesoftware public works and other agreements; ensures compliance with BoardPolicy the California Public Contract Code Education Code and otherapplicable local state and federal laws. Contract Coordination and Approval Process: Manages the full contractlifecycle from generation to execution including routing distributionamendments extensions and filing; prepares Board docket recommendationsand contract documents for approval. Records and Compliance Management: Serves as Custodian of Records forall district contracts; develops and maintains a comprehensive contract databaseto track file and store documents according to legal and district requirements;audits contracts and agreements for accuracy and compliance. Legal and Policy Research: Conducts complex research on contract lawpublic works requirements prevailing wage and licensing to ensure legality andconformance; provides recommendations and technical guidance to supportproper execution of contracts.Job DescriptionMt. Diablo Unified School District Bidding and Procurement: Prepares and coordinates Requests forProposals (RFPs) competitive bids and public works solicitations; arrangespre-bid meetings and bid openings; evaluates bid responsiveness and contractorresponsibility; drafts Board recommendations Notices of Award and Notices toProceed; reviews change orders and other contract modifications. Collaboration and Communication: Communicates effectively with districtadministrators site staff consultants contractors vendors attorneys and otheragencies to coordinate activities exchange information and resolve issues;provides excellent customer service and fosters positive relationships. Technical Expertise and Training: Provides guidance information andtraining to staff on contract procedures compliance and best practices; assists indeveloping and updating district contract management policies and procedures. Documentation and Technology: Utilizes computers and standard officesoftware to prepare store and retrieve contract documents correspondenceand reports; maintains organized electronic and physical records. Teamwork and Professional Conduct: Promotes teamwork and collaborationwithin the department; participates in meetings contributes to group goals andsupports the mission and objectives of the District and Business ServicesDepartment. Performs other related duties as assigned for the purpose of ensuring theefficient and effective functioning of the departmentJOB REQUIREMENTS: MINIMUM QUALIFICATIONSEducation: Any combination equivalent to: a Bachelors degree in Business from anaccredited institution and course work in purchasing business administrationaccounting technology or program management andExperience: Three (3) years experience in accounting purchasing and/or contracting. Additional education training or experience which demonstrates the ability toperform the required duties may be substituted for a year of experience and degree such as construction management or paralegal specializing incontract and/or education law. Experience in drafting complex contracts for construction bids procurementscontracts and leases.Required Knowledge: School districts purchasing policies and procedures. Applicable sections of State Education Code Federal Code and PublicContract Code. Proficient in Google Docs Sheets and Slides; Excel; andInternet searches. Recordkeeping and report preparation techniques. Operations of computer and assigned software. Research and development skills/methods. Oral and written communication skills. Interpersonal skills using tact patience and courtesy. Principles and practices of administration and training. Correct English usage grammar spelling punctuation and vocabulary. Modern office practices procedure and equipment.Required Abilities : Perform technical duties in the preparation of contracts and agreements. Perform technical duties in the preparation management and depreciation ofcapital assets. Understand and follow oral and written directions. Plan and organize work. Meet schedules and timelines. Work independently with little direction. Maintain consistent punctual and regular attendance.
