The divisions work also includes efforts to strengthen connections within and improve access to the human services system. ASD manages and provides equity-focused stewardship of revenue from the Veterans Seniors and Human Services Levy (VSHSL) the RCW 73.08 veterans relief fund and King County general fund-funded human services programs.We are hiring one (1) Career Service Contract Program Manager Project/Program Manager II (PPM II) position and up to five (5) TLT/SDA Contract Program Managers Project/Program Manager II (PPM II) positions.The TLT/SDA positions are expected to last for up to twenty (20) months.These positions will be part of the ASD Community Investment Team (CIT). The CIT leads investments and community relationships through the development implementation and monitoring of King County contracts and procurements managed by ASD. These positions will support the work of the Veterans Seniors Human Services Levy (VSHSL) with a particular focus on human services workforce stabilization and support.These positions will support the ongoing work of the Community Investment Team which is currently focused on implementing the VSHSL FS 6: Human Services Workforce Stabilization strategy but may also support other VSHSL and ASD investment areas as needed including but not limited to Technical Assistance & Capacity Building. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue Seattle WA 98104.Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.King County has a robust collection oftools and resourcesto support working remotely. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.RECRUITER:Greg Mallory Job DutiesDesign implement and manage the ongoing performance of assigned programs within the CIT key components of which may include:Develop and monitor contracts and scopes of work amendments exhibits and reports; negotiate contract budgets; review verify and process invoices; monitor compliance of contracted providers.Act as subject matter expert in support of design and execution of requests for proposals (RFPs) or similar procurement processes including research authoring RFP documents (guidelines application forms rating tools etc.) and full implementation.Build relationships and maintain regular communication with contracted partners including regular meetings and work to understand their progress as well as any challenges faced.Provide technical assistance and support to contracted providers and connect them to resources as needed to ensure that their project successfully meets the contracts specific outcomes and requirements.Develop and apply subject matter expertise on policies practices and program models that support the successful stewardship of public funding.Support contracted providers to implement culturally and linguistically appropriate and accessible services.Monitor contract performance to ensure timely and accurate payment use of data to inform continuous process improvement attainment of program outcomes milestones and deliverables and strong county-contractor partnerships.Develop expertise in King County contracting and procurement requirements and best practices including use of online software and systems.Collaborate with teammates across ASD including policy and community engagement operations fiscal performance measurement & evaluation and communications teams to ensure cohesive Division culture and processes that best serve contracted partners and clients.Represent or support team in departmental inter-jurisdictional and multi-agency planning processes and work groups.Support the integration of equity racial and social justice into programs and initiatives.Perform other related duties as assigned.Experience Qualifications Knowledge SkillsAt least one year of professional experience in contract management including contract development negotiation and compliance management.At least one year of professional experience in budget development and management.At least one year of professional experience in human service program development.Demonstrated experience applying equity racial and social justice principles and practices and understanding of place race age and policy and systems-based inequities.Demonstrated skill in working and building rapport with diverse cultural socio-economic and ethnic populations.Professional Experience with and an understanding of federal state and/or local government funding.Demonstrated experience in gathering and analyzing data to inform decision-making and in the development of materials including formal reports email notices and other notices for professional and community audiences.Ability to work well both independently and as a member of a team.Demonstrated high-level communication skills both written and verbal for different audiences and communication needs.Demonstrated project management skills including the ability to track details and manage multiple priorities in a dynamic environment.Proficiency in the use of personal computers with working knowledge of MS Teams Excel Word for Windows PowerPoint and MS Outlook.Valid Washington State Drivers License or the ability to travel around the county and state in a timely manner.Desired Experience Qualifications Knowledge SkillsKnowledge of and/or experience working in the field of human services workforce topics such as provider burnout recruitment and retention strategies training and competency building efforts that may lead to workforce stabilization.Experience with King Countys network of human services providers and local resources for priority populations or with specific support needs (e.g. people experiencing housing instability veterans seniors immigrants and refugees survivors of gender-based violence people with disabilities visible and invisible etc.)Intermediate experience using Microsoft ExcelExperience using Contract Lifecycle Management Platforms such as Agiloft.Industry-recognized contract management certification or government-administered contract management training.Supplemental InformationForbes named King County as one of Washington States best employers.Together with leadership and our employees were changing the way government delivers service and winning national recognition as a model of excellence.
