The Cost Controls Manager is a newly created role designed to strengthen financial governance, cost visibility, and change management across large-scale capital projects. This position will play a critical role in establishing best-in-class cost control practices, owning project financial performance from early planning through closeout, and serving as a trusted partner to project, design, and construction leadership.
This role will manage project costs for complex construction initiatives ranging from approximately $50M to $200M, with a strong emphasis on forecasting accuracy, change control discipline, and proactive risk mitigation.

Key Responsibilities
Project Cost Management:
  • Establish, maintain, and manage comprehensive project budgets, cost forecasts, and financial plans.
  • Track actual costs against approved budgets, identifying trends, risks, and variances early.
  • Prepare and deliver clear, actionable cost reports and forecasts for project leadership and stakeholders.
  • Review and validate contractor and subcontractor pay applications to ensure alignment with actual project progress.
  • Support cash flow forecasting and payment processing activities.

Change Control & Commercial Risk:
  • Own the end-to-end change control process, ensuring scope, schedule, and cost changes are properly reviewed, documented, and approved.
  • Analyze, negotiate, and manage contractor change orders to minimize cost exposure and scope creep.
  • Maintain accurate change order logs and provide ongoing visibility into potential and approved cost impacts.
  • Partner with design and construction teams to identify potential cost drivers early and implement mitigation strategies.
  • Support contract administration activities related to RFIs, amendments, and cost-related documentation.

Cross-Functional Collaboration:
  • Serve as the primary cost management resource for project teams.
  • Collaborate closely with Engineering, Procurement, Finance, and Legal teams to align commercial outcomes with organizational objectives.
  • Build productive working relationships with general contractors, vendors, and consultants to support performance and cost control.

Process Development & Improvement:
  • Help establish and standardize cost control tools, reporting, and best practices across projects.
  • Leverage project controls systems and data visualization tools to enhance forecasting and decision-making.
  • Drive continuous improvement in cost tracking, reporting consistency, and financial transparency.

Qualifications
Education:
  • Bachelor's degree in Construction Management, Engineering, Finance, or a related discipline preferred.

Experience:
  • 3-5+ years of experience in project cost controls, cost engineering, estimating, or construction financial management.
  • Experience supporting large, complex construction projects, preferably in industrial, manufacturing, healthcare, or multifamily environments.

Skills & Technical Expertise:
  • Strong background in budgeting, forecasting, and cost control for large construction projects.
  • Demonstrated experience managing pay applications, change orders, and contractor negotiations.
  • Advanced proficiency in Procore, Microsoft Excel, and project controls or scheduling tools; PowerPoint proficiency for executive reporting.
  • Solid understanding of construction market conditions and cost benchmarks, including mechanical, electrical, and structural systems.
  • Excellent analytical, communication, and negotiation skills.
