Data Analyst/Technical Program Consultant III (5.1.3)Education: Bachelors degree in data Analytics or similar field required. Responsibilities:Performance Assessments Conduct quantitative and qualitative analyses of performance across the defense intelligence and security enterprises against national and defense strategic priorities. (Estimated quantity 4 times per year).Develop and deliver performance reports strategic assessments decisional papers and action memos. Brief findings and recommendations to Senior Executives (estimated quantity 1x month). Develop and maintain measures of organizational performance / effectiveness against enterprise activities and desired outcomes; capture visualize and assess data on those measures (estimated quantity 4x year).Map organization activities business and governance processes and workflows. Conduct mission analysis risk assessments and performance improvement analyses (estimated quantity two times per year). Develop methodologies for and analyzing organizational/program performance data and in using interactive data visualization programs. (Estimated quantity is two per month). Provide unique and timely analysis on a range of pressing strategically focused issues using multi-source data in the context of inter-disciplinary techniques and methods to inform staff decision-making and inform program and budgeting cycles. (Estimated quantity 2times per year). Produce executive level reports briefs staff packages and decision-support analysisStrategy Development and AnalysisDevelop and deliver strategy and strategy implementation guidance in line with National and Defense strategies (estimated quantity 1 time per year). Assist with the integration and synchronization of defense intelligence and security strategies in line with the national and defense strategy guidance. Develop coordinate and deliver defense intelligence and security strategy implementation assessment monitoring and reporting requirements (estimated quantity 2 times per year). Map and track all I&S strategies for alignment compliance and progress (estimated quantity 1 time per year). Produce executive level reports briefs staff packages and decision-support products to inform strategy development and adjustment to strategy implementation efforts (estimated quantity 4 times per year).Required Skills:Minimum of 6 years of experience in data visualization statistical analysis machine learning and other advanced data analytics tools to extract meaningful insights from complex datasets.Experience with data analytic tools (Python R VBA Java etc.) machine learning (ML) and natural language processing (NLP) tools is preferred Due to the sensitive nature of military technology data the analyst must have experience adhering to strict security protocols and data handling proceduresClearance: TS/SCI Clearance Required.Premier Enterprise Solutions is an equal opportunity employer committed to a merit-based workplace where employment decisions are made solely on qualifications experience and the ability to perform essential job functions.
