Special Agents conduct investigations independently or in conjunction with municipal county or other law enforcement personnel to gather all necessary evidence to ensure the apprehension and conviction of suspected felons. Applicants must be willing to travel and work irregular hours. Applicants who are certified law enforcement officers should indicate so on their application. Duties for Special Agents assigned to the ICAC/Digital Investigations Unit include but are not limited to: interviewing witnesses and interrogating suspects conferring with the prosecuting attorney prepare demand letters obtain subpoena and search warrant authorization or other documents to secure additional evidence from Internet Service Providers Electronic Service Providers cellular carriers or other data storage sources. Prepare affidavits for search warrants serving search warrants and searching premises to locate evidence and collecting and processing physical evidence conducting surveillance of suspects or locations preparing final investigative reports of case findings and recommendation of criminal charges testifying as a witness in a court of law locating subduing searching advising and arresting suspects when there is probable cause exchanging information with local state and federal law enforcement authorities providing training and technical guidance to other law enforcement agencies in the agents area of expertise performing other related duties as required. Further duties will include; developing and maintaining working relationships with state local and federal law enforcement agencies including States Attorneys and United States Attorneys for the purpose of conducting and coordinating ICAC related investigations and prosecutions. Operate in a multi-jurisdictional environment involving cooperation with federal state and local law enforcement officials. Responsibilities include the investigation of CyberTips received from the National Center for Missing and Exploited Children (NCMEC). Provide instruction on the avoidance of victimization in computer related crimes to the general public law enforcement officers students and parents. Develop and conduct training programs for law enforcement prosecutions probation and parole to improve South Dakota ICAC prosecutions investigations and forensic capabilities. Conduct digital forensic examinations of computer systems and analyze electronic evidence using acceptable forensic methods for multiple law enforcement agencies and task forces. Cases referred for digital forensic examination involve the sexual exploitation of children fraud forgery theft homicide and drug violations. This is a full-time position. To be minimally qualified for employment as a special agent I or II an applicant must: Have a completed bachelors lieu of a completed bachelors degree law enforcement experience may be substituted for education on a year-for-year basisNot have a felony conviction Be at least 21 years of age at time of appointmentPossess or have the ability to obtain a South Dakota drivers licenseBe able to meet all minimum standards for law enforcement officer employment and certification at time of appointment as codified in Administrative Rule chapter 2:01:02 ( ). To be considered for a special agent II position at a minimum applicants must be a certified officer with at least two years of investigative experience. Miltary service education and life experience will be considered in lieu of law enforcement experience. Licenses and Certifications: Applicants for special agent II positions must be currently certified law enforcement officers. If hired applicants who are not already a certified law enforcement officer will be sponsored to attend the 13-week basic law enforcement certification course (academy). Knowledge of:basic law enforcement methods;criminal justice principles;division polices and procedures;applicable state and federal laws;interviewing and investigation methods;interrogation and surveillance techniques;crime scene and evidence procedures;computer technology. Skill to:deal tactfully with others;communicate clearly and concisely;conduct criminal investigations;prepare complete and accurate case reports. Ability to:be self-motivated;respond quickly and effectively to emergencies;conduct interviews and gather pertinent information;analyze criminal evidence;make decisions;use and maintain all assigned equipment.provide comprehensive assessments of investigative and prosecutorial needs within South Dakota as it relates to ICAC investigations and prosecutions;coordinating and collecting statistical data of ICAC related investigations and prosecutions;investigating Cyber Tips received from the National Center for Missing and Exploited Children (NCMEC) and coordinating the assignments to investigators and other law enforcement agencies; Working conditions include but are not limited to; statewide travel and occasionally working in outside weather conditions. Must be willing to function in an undercover capacity and conduct surveillance activity which may require work outside normal working hours.
