For more information about our benefits please follow this link: Functions Participates with members of the legal staff the Division of Governmental Affairs and program personnel in preparing and interpreting bills of public health significance introduced into the General Assembly as well as in the preparation of rules regulations and standards required in the implementation of statutes administered by the Department of Public Health. Serves as Department attorney in administrative hearings including but not limited to those conducted under the Emergency Medical Services Act and cases under the Nursing Home Care Act including the preparation of notices motions complaints orders and similar legal documents and in the presentation of oral and written evidence at such administrative hearings. Provides legal services to Department program including but not limited to the Office of Preparedness and Response and Division of Vital Records together with related program and service units including the interpretation of federal and state statutes and the rules and regulations promulgated there under and the application of court decisions and general legal principles to programs administered by the Department. Confers with the Attorney General or States Attorney to coordinate the preparation of written evidence and the availability of witnesses in the preparation or defense of litigation in which the Department is a party this involves statutory interpretations and compliance with various State and Federal Statutes.Assists in the preparation and review of grants contracts and bid documents to determine compliance with Illinois law and Department policy. Responds to public inquiries concerning legal aspects of Department programs. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge skill and mental development equivalent to completion of four (4) years of college.Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.Requires the possession of a license to practice law in Illinois. Specialized Skills Requires three (3) years of progressively responsible administrative litigation experience. Preferred Qualifications Three (3) years of progressively responsible administrative litigation experience.Extensive knowledge of judicial and quasi judicial and administrative procedures and the rules at all judicial levels. Extensive knowledge of legal methods practices and procedures. Working knowledge of principles of management including organization controls and techniques used in dealing with management and procedural problems. Three (3) years experience planning laying out coordinating and reviewing the work of a technical or legal program.Three (3) years experience drafting complex and technical legal documents.Three (3) years experience analyzing and appraising facts evidence and precedents in developing pertinent issues and in applying fundamental principles to unusual difficult and complex problems.
