Job DescriptionJob DescriptionPosition SummaryThe Director of the Center for Excellence in Local Government (CELG) leads a collaborative academic and public initiative designed to strengthen local governance across Berks County. This position oversees strategic planning, program development, community engagement, and the overall management of CELG operations. A primary responsibility includes serving as the administrative lead for the Berks County Water & Sewer Association (BCW&SA), which functions under CELG’s umbrella. The Director reports to the President of Albright College and operates under the guidance of the Chair of the CELG Advisory Board.---Key ResponsibilitiesLeadership & AdministrationProvide visionary leadership and strategic oversight for all CELG functions, including BCW&SA operations.Develop and implement strategic and annual plans that align with CELG’s mission and Albright College’s goals.Build and sustain strong relationships with municipal officials, community partners, and regional organizations.Engage actively with advisory boards, councils, and committees relevant to CELG and BCW&SA.Supervise part-time staff, student interns, and volunteers to ensure operational excellence.Program DevelopmentDesign and deliver training programs, technical assistance, and research initiatives for local government and utility officials.Facilitate professional forums, workshops, and networking opportunities for municipal leaders and administrators.Develop and promote citizen education programs and cross-sector collaborations to strengthen community engagement.Partner with local, regional, and state agencies to expand and enhance CELG programming.Contribute to academic enrichment through guest lectures, applied projects, or curricular integration when appropriate.Berks County Water & Sewer Association (BCW&SA)Serve as the administrative lead for BCW&SA, overseeing its membership services, programming, and outreach initiatives.Organize and support meetings, provide technical assistance, and promote collaboration among water and sewer entities.Leverage Albright College resources and expertise to advance the association’s mission and strengthen community impact.Budget & FundraisingDevelop, manage, and monitor annual budgets for CELG and BCW&SA.Strengthen financial sustainability through sponsorships, memberships, grants, and contractual partnerships.Identify and pursue innovative funding opportunities to expand programming and support long-term growth.Additional DutiesComply with all Albright College policies and procedures as a member of the college community.Seek appropriate approval for external consulting or recruitment projects through the CELG Board and the Office of the President.QualificationsMaster’s degree preferred; Bachelor’s degree required.Minimum of eight years of professional experience in education, government, or public service, with at least five years in a leadership role.Demonstrated experience working with advisory boards and managing multi-stakeholder initiatives.Familiarity with municipal operations, governance structures, and local government challenges.Skills & CompetenciesStrategic planning, program management, budgeting, and fundraising expertise.Exceptional written, verbal, and interpersonal communication skills.Proven ability to build relationships and partnerships across sectors.Knowledge of public administration, municipal policy, and community development issues.Self-directed, highly organized, and capable of managing multiple priorities effectively.
