Job Description
DescriptionThe Director of Project Management provides oversight and management of capital and local projects for UTCs department of Facilities Planning and Management (FPM).ResponsibilitiesDirects organizes and schedules local and capital projects to meet campus objectivesServes as liaison with designers UT Capital Projects UTC Administration and stakeholders during design and construction phasesProvides leadership and broad direction for day-to-day project operations and project-related contractor and administrative activitiesEnsures compliance with project plans and specificationsOversees CAD/drafting activities related to project documentsResponsible for building/system commissioning and warranty issues on capital and local projectsProduces and maintains project reports as needed for FPM UTCs ELT and other campus purposesOversees the development and management of local project budgetsReviews and provides input to capital project budgetsReviews stakeholder change requests to advise and recommend approval items based on budget time and scope implicationsPrepares cost estimates documents and specifications for local projects including those completed by time and material and service contractsProvides technical design and/or construction reviewsReviews submittal of drawings and samplesEvaluates bids and makes award recommendationsResponsible for maintaining financial data initiating recovery of funds for assigned projects and ensuring compliance with UT fiscal policyEnsures design review comments and punch-lists are properly documented submitted in a timely manner and regularly monitoredParticipates in facility assessments and assists in the development and maintenance of UTC Facilities standardsEnsures CMMS data is complete accurate and timely as required to support department financial management and benchmarking/assessment effortsProvides supervision for assigned project managersEnsures appropriate and timely communication and coordination both internal and external to the departmentDevelops and maintains various design construction and project administration checklistsCoordinates outages access and detours related to project activityCoordinates project activities with utility companies and government agenciesResponds to customer inquiries and/or problemsEnsures timely communication and coordination with FPM Operations personnelDirects the development and management of project close-out and substantial completion processesEnsures UTC receives all specified documents drawings training tools equipment reserve stock and warrantiesManages project document retention system upkeep of as-built CAD floor plans/campus maps and record site and survey documentsParticipates in project conceptual and programming development as needed working closely with Director of Engineering & Planning ServicesThe ideal candidate will possess the following:Thorough knowledge of construction management architectural engineering principles and practices which includes estimating design development construction documentation closeout procedures personnel management and trainingExcellent organizational supervisory interpersonal (written and verbal) communication skillsDemonstrated ability for effective process administrationMust have broad knowledge of major building systems such as mechanical electrical roofingKnowledge of a variety of purchasing procurement and contracting methodsBroad knowledge of software applications (word processing spreadsheet database project management CAD/Revit/BIM)Knowledge of State of Tennessee High Performance Building StandardsKnowledge of enterprise level building management systemsKnowledge of UT THEC or State of Tennessee fiscal and personnel policiesEnergy auditing and management skillsSupervisory or management trainingThe review of applications will begin July 25 2025and will continue until the position is filled.QualificationsMinimum:Requires a bachelors degree in engineering architecture construction management or related degreeSix (6) years of relevant experience in comprehensive capital project management which includes a minimum of (3) years management responsibilities in a facilities organizationOr an equivalent combination of education training and experiencePreferred:Professional license or certificate in architecture engineering or related fieldTwo (2) years in a leadership role within a facilities organization of more than 50 employees and annual expenditures exceeding $5 millionLeadership role within a higher education campus large corporate setting or similarly scaled institutional environmentExtensive experience applying knowledge of building life safety and fire codes to design and execute capital projectsActive membership and participation in industry organizationsRequired Experience:Director Key Skills Category Management,Athletics,Customer,ABAP,Hydraulics,ITI Employment Type : Full-Time Experience: years Vacancy: 1
