About this Job C&Es Office of State Resources (OSTR) primary goal and purpose is to maximize the economic value of Louisianas natural resources through responsible leasing transparent royalty management and strategic resource development that supports long-term returns while promoting environmental stewardship and energy diversification. This office is comprised of four Divisions: Income Land Administration Resource Analytics and Water Administration. Together these divisions administer and oversee contracts for use and development of state-owned property for energy-related purposes including mineral leases gas storage and sequestration alternative energy development and rights-of-way. The Director of Resource Analytics serves as the senior official responsible for the operational performance and strategic direction of the Resource Analytics Division within the Office of State Resources (OSTR). This division represents the proprietary and technical backbone of Louisianas resource governance system providing engineering geological geophysical and analytical expertise in support of the State Mineral and Energy Boards fiduciary responsibilities over State-owned lands and energy resources.This role will report directly to the Executive Director of the Office of State Resources and provide high-level oversight and leadership across two key subdivisions: the Resource Management Section which oversees and monitors operator compliance with mineral leases other agreements for use and production of state-owned energy resources; and the Engineering Section which administers the States seismic permitting program and provides valuations technical reviews and spatial analysis for all proposals for energy-related uses of state-owned property. The positions mission is to ensure that Louisianas State-owned resources are managed efficiently transparently and to the highest technical and economic standards.Additionally this position is central to maintaining public trust in OSTRs stewardship of State-owned resources and requires a high level of technical competency regulatory experience and organizational leadership.Minimum Qualifications A bachelors degree in petroleum engineering geology geophysics natural resource management or a closely related technical field.At least five (5) years of professional experience in the oil and gas exploration and production energy policy energy project development or a closely related field with at least three (3) years of supervisory experience leading technical teams. Demonstrated expertise in one or more of the following categories is preferred: geoscience energy-related project development and due diligence subsurface evaluations lease administration and management and state/federal mineral leasing regulations. Strong written and verbal communication skills particularly with executive audiences legal counsel and external stakeholders. Professional licensure (e.g. Licensed Professional Geoscientist or Engineer) is strongly preferred.Job Duties and Other Information In this role the Director of Resource Analytics functions as both a division head and a subject matter expert.
