Position Summary
Under the general direction of the Chief Operating Officer, the Director of Supportive Services will supervise the Supportive Services team and plan, coordinate, and evaluate programs and activities for the Southern Nevada community. Employees in this classification perform professional and supervisory work. The position is responsible for serving as the administrative service coordinator and supervisor of exempt and non-exempt employees assigned to the Supportive Services Department. Incumbent coordinates the delivery of streamlined services designed to enhance the independence and wellness of seniors, as well as enhance the opportunity for the self-sufficiency of families residing in SNRHA properties and the general public-exercises supervision over professional, technical, and clerical staff.

Duties and Responsibilities

- Report regularly and directly to the Chief Operating Officer on issues about the planning, funding, implementation, administration, coordination, and evaluation of services delivered to the residents and participants of SNRHA properties.
- Supports the Executive Director, Chief Operating Officer, and Chief Administrative Officer in leading the philanthropic efforts for the ROSE Foundation and other such fundraising opportunities for the agency.
- Manage the development and administration of client outreach, intake, needs assessment, service delivery, case management, documentation, evaluation, and reporting of direct services provided to Supportive Services staff. Develop, implement, and monitor policies and procedures to evaluate the impact of trend analysis that forecasts seniors' future self-sufficiency needs.
- Develop and coordinate the development and implementation of Supportive Services goals and objectives; establish schedules and coordinate staff performance management. Ensure staff follow applicable state and federal regulations and Authority policies and procedures.
- Identify, develop, leverage, administer, and monitor federal, state, local, and privately funded grants for the operation of the Support Services Department and its programs.
- Assure compliance with all pertinent rules, regulations, and policies as stipulated by the U.S. Department of Housing and Urban Development, Nevada Division for Aging Services, SNRHA, state and local governments, and funding sources. Implement appropriate administrative policies and procedures to ensure contract compliance, cost controls, quality controls, and schedule adherence.
- Carry out major assignments in conducting the Supportive Services Department business operations; as an agent of the Authority, commit the Authority in matters that have a significant financial impact.
- Collaborate and develop partnerships with federal, state, and local officials, local senior service providers, and local businesses to design, fund, implement and coordinate a continuum of education, medical, social, transportation, and other supportive services that promote independent living and wellness of seniors and promote the self-sufficiency of families residing in SNRHA properties as well as the general community.
- Attend meetings with government agencies, senior/family service providers, community organizations, and seniors to identify the unmet and forecasted needs of seniors/families, seek alternative approaches, and identify funding or the sustained delivery of supportive senior services as required.
- Attend meetings of local governments, agencies, community organizations, and program advisory committees to provide input and seek alternative approaches for effectively utilizing resources and services for the seniors and families, to share information on family and senior advocacy issues as required.
- Plan and manage the Supportive Services Department budget, including participation in the coordination of assigned program budgeting, submitting budget recommendations, and monitoring expenditures in accordance with authority policies and procedures.
- Assists the Program Specialist to facilitate the establishment, training, counseling, operations, and record keeping and reporting activities of Resident Councils within SNRHA's senior and family properties. Assist in the identification of and application for funding for resident council operations and services as required.
- Develops MOUs with service providers and performs compliance reviews.
- Plan, organize, direct, control, prioritize, assign, supervise, review, and evaluate the work of staff responsible for the Supportive Services Department; maintain department records; assign and monitor workloads, and be the final decision maker on matters of significance for the department/work group.
