Job DescriptionJob DescriptionDirector of OperationThe Operations/Security Director is responsible for overseeing the daily operations, security functions, and facilities management of a DHS long-term shelter site. This includes ensuring full compliance with DHS, FDNY, DOHMH, OSHA, and other city and state regulations. The Director will lead the operations and security teams, supervise vendors, manage facility systems, and ensure a safe, clean, and secure environment for all residents and staff.This position is 100% dedicated to the project, requires 35 hours per week (with flexibility), and the Director must be on-call 24 hours a day, 7 days a week for emergencies related to operations and safety.Required Qualifications: · Bachelor’s degree preferred in facilities management, public administration, business, or related field.· Minimum 5–7 years of facilities or operations management experience, preferably in a residential, shelter, or social services setting.· Valid New York State Security Guard License.· FDNY F-80 Certificate of Fitness (or ability to obtain within 30 days).· OSHA Certification preferred.· Valid NYS Driver’s License, if authorized to operate an agency vehicle.· Proficiency with Microsoft Office Suite and facility management systems.· Knowledge of NYC shelter systems, DHS requirements, and building operations.· Experience supervising diverse teams and managing in unionized environments. H.O.G.A.R. ASTORIA COURT · Strong organizational, written, and verbal communication skills.· Ability to respond to emergencies and make sound decisions under pressure.· Must be able to travel to offsite meetings and training throughout New York City.· Must be able to ascend/descend stairs in the assigned shelter facility.· Must be on call 24 hours a day, 7 days a week.Key Responsibilities: Operations Oversight1. Supervise facility and program operations staff; manage and oversee external vendors and contractors.2. Collaborate with the Site Director to meet contractual obligations and program goals in alignment with DHS standards.3. Partner with senior management for preparation of proposals, audits, and programmatic reports.4. Develop and implement operational goals, procedures, and emergency protocols tailored to the shelter environment.5. Conduct monthly facility inspections and walk-throughs to assess the condition of shelter infrastructure and systems (e.g., HVAC, plumbing, electrical).6. Ensure proper function and documentation of the work order/ticketing system.7. Maintain accurate operations logs, inventories, records, and forms.8. Oversee procurement processes, inventory control, and tracking of supplies, furnishings, and equipment.9. Negotiate service contracts and lease terms related to facility operations.10. Ensure timely renewal of all licenses and permits from FDNY, DOB, DOHMH, and other regulatory agencies.11. Assist with DHS inspections and respond promptly to any compliance findings. Compliance & Safety 12. Enforce adherence to OSHA standards, DHS facility requirements, and Universal Precautions policies.13. Coordinate fire drills, facility evacuations, and maintain emergency response readiness.14. Monitor and ensure staff compliance with fire safety and security certifications (e.g., F-80, OSHA).15. Serve as point of contact for operational emergencies including building systems failures, fire alarms, and unsafe conditions. Staff Supervision & Development16. Recruit, supervise, and evaluate operations and security personnel; ensure completion of required training and certifications.17. Develop work schedules, assignments, and staffing plans to maintain 24/7 coverage.18. Maintain positive labor relations and liaise with unions as needed.19. Support the professional development of team members through mentoring, training, and supervision.Security Oversight20. Supervise and coordinate all aspects of site security operations, ensuring safety of residents, staff, and visitors.21. Develop, implement, and update security policies, patrol routines, and safety procedures.22. Respond to and investigate incidents, safety infractions, and breaches; prepare incident reports for DHS and internal tracking.23. Ensure timely and accurate maintenance of security logs and incident records.24. Coordinate with NYPD, FDNY, and other emergency responders as necessary.25. Provide coverage and assist with security operations when staffing shortages arise.Community & External Relations26. Represent the shelter and operations function at meetings with city agencies, community boards, and partner organizations.27. Foster positive relationships with the community while ensuring facility safety and compliance.
