Job Description

We have an opening for a Division Leader (DL) to lead the Training and Operational Services Division (TOSD) within the Security Organization (SO). As the DL you will provide strategic leadership and direction for all training emergency management and Environmental Safety & Health (ES&H) activities within SO. You will serve as a trusted advisor to SO and Laboratory leadership ensuring that SOs training emergency management and property management programs are robust compliant and aligned with institutional goals. You will drive continuous improvement and operational excellence across a diverse portfolio including the Protective Force Division (PFD) Central Alarm Station (CAS) Physical Fitness Program and the Small Firearms Training Facility (High Hazard Facility). This role requires significant collaboration with internal and external stakeholders and the ability to influence outcomes in a complex regulated environment. This position reports to the Security Organization Deputy Director.You will:Plan lead and manage the operations of the TOSD overseeing a diverse team responsible for security-specific training emergency management ES&H activities and the safe and secure management of high hazard facilities.Collaborate directly with senior management and other division leaders to participate in the development and execution of strategic plans and long-term objectives for the Security Organization and the Laboratory ensuring alignment with institutional priorities.Lead the development implementation and continuous improvement of SO training programs ensuring annual review and updates of web-based and instructor-led courses job and function analyses and delivery of approximately 200 training sessions annually.Oversee project planning and execution for major initiatives within the division including resource allocation schedule management and evaluation of project outcomes to ensure long-term success.Serve as the lead Security Duty Officer (SDO) responsible for Laboratory-wide security emergency response notifications maintaining security posture during unplanned events and acting with the full authority of the SO Director during off-hours or as delegated.Oversee the SO Emergency Management Program including the Business Continuity Plan and Continuity of Operations (COOP) ensuring readiness and compliance with DOE/NNSA federal and state requirements.Direct the SO Property Management Program maintaining accountability for high-risk high-value and export-controlled assets ($12.8M) and ensuring compliance with all security and export control requirements for property transactions and fleet management.Chair the SO ES&H Executive Council providing leadership for the development adequacy and effectiveness of the SO ES&H Program and ensuring compliance with all relevant environmental safety and health regulations.Act as the primary point of contact for all SO facility issues collaborating with the Operations and Business Principal Directorate to ensure facility needs are met and prerequisites are communicated.Manage the TOSD budget prioritize resources and ensure compliance with applicable Orders and institutional requirements.Lead and integrate multiple distinct functions and departments within the division fostering collaboration and synergy across teams to achieve strategic and operational goals.Represent the SO and/or Laboratory on institutional initiatives councils and with external sponsors site offices and DOE headquarters in relevant functional areas.Occasionally serve acting capacity for senior SO management and perform other duties as assigned.Qualifications : Bachelors degree in a relevant field or equivalent combination of education and significant related experience.Extensive experience leading multi-disciplinary teams and managing complex cross-functional operations in security management emergency management training program development and/or ES&H compliance.Proven ability to strategically interpret implement and enforce DOE Orders CFRs and ES&H standards regulations policies and procedures to drive organizational compliance mitigate systemic risks and provide expert guidance to leadership and cross-functional teams or equivalent experience.Advanced organizational analytical and problem-solving skills with the ability to set priorities and manage multiple competing demands.Demonstrated success in leading projects to successful completion with an emphasis on efficiency and achieving organizational objectives.Proven ability to resolve complex multi-faceted training personnel and operational issues with minimal guidance.Excellent written verbal and interpersonal communication skills including the ability to effectively present advise influence and build positive relationships at all levels.Qualifications We Desire:Advanced degree and/or professional certifications in security emergency management or a related field.Experience managing high hazard facilities and/or high-value property assets in a regulated environment.Experience with regulatory compliance processes and/or audit procedures in high-consequence operations.Additional Information : #LI-OnsitePosition InformationThis is a Career Indefinite position open to Lab employees and external candidates.Why Lawrence Livermore National LaboratoryIncluded in 2025 Best Places to Work by Glassdoor!Flexible Benefits Package401(k)Relocation AssistanceEducation Reimbursement ProgramFlexible schedules (*depending on project needs)Our values - visit  ClearanceThis position requires a Department of Energy (DOE) Q-level clearance.  If you are selected we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter.
