Description and FunctionsOpen Until FilledGENERAL DESCRIPTION:This position is responsible for processing applications filed with the agency and within the PSC Docket Management System routing records to appropriate staff and closing filings upon completion. The role also manages records in both the PSC Docket Management System and the HP Content Manager digital archives.The successful applicant will process utility customer complaints (telecommunications gas electric and water) and facilitate informal complaint resolution between customers and utilities to ensure fair and reasonable outcomes. Additional duties include archiving agency records ensuring compliance with records procedures and verifying monitoring and reporting on information maintained in PSC databases and records systems.Working for the State of Wyoming offers more than a paycheck. Click here for detailed information oryou can watch this short video to learn about our benefit package!Human Resource Contact: Serenity Moffett / / ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.Process applications and records to determine the appropriate action to be taken in disseminating record information.Process utility applications and all associated documents filed digitally with the Commission and communicate with internal and external contacts regarding filings.Digitally track records for all material correspondence and forms.Derive reports regarding utility applications and other recordsSupport agency projects pertaining to active and archived records.Process and reconcile utility filing fees owed and payments.Provide high-level customer service internally and externally.Process manage and coordinate archiving records according to established policies procedures and retention schedules.Serve as primary contact for both internal and external records requests.Maintain the archive docket files in the HP Content Manager system.Provide technical assistance to agency personnel on the HP Content Manager system and the Docket Management System.Derive and coordinate legal docket and other records databases and programs.Provide records audit and evaluation functions to ensure that docketing processes issues and concerns are appropriately followed evaluated and resolved.Review and analyze the accuracy of record-keeping and archiving practices.Prepare draft record-keeping policies and make recommendations on such to agency management.Monitor data system and document management control systems.Audit agency records for compliance with agency and state policies and procedures.Input and manage information in the Docket Management System database.Communicate complaint information pertaining to open dockets to appropriate legal staff.Process and convert historical paper records to digital records while maintaining the accuracy and integrity of the records.Ensure record integrity by utilizing established procedures and methods for archiving and retrieving both physical and electronic PSC docket files.Compile and analyze data and information from the Docket Management System as required for annual reports fiscal reports and other reporting requirements.QualificationsPREFERENCES:Preference will be given to applicants with records management skills and experience.KNOWLEDGE:Applicable computer skills are typical for a Microsoft Windows environment.Strong verbal and written communication skills.Skilled in Adobe Acrobat Pro Microsoft Word and Excel.Knowledge of records processing and maintenance procedures and systems.Knowledge in the preparation and maintenance of documents.Knowledge of records and data management.Acquire knowledge and understanding of the agency and each respective division/program.Acquire knowledge of investigating alleged non-compliance.Acquire knowledge of agency and state records and archive systems.Acquire knowledge of agency practices policies and procedures regarding records management.Acquire knowledge of legal records management.Acquire knowledge of Commission Rules and Wyoming Statutes pertaining to utility regulation.MINIMUM QUALIFICATIONS:Education:Associates Degree (typically in Business)Experience:0-2 years of progressive work experience (typically in Business Office Communications) with acquired knowledge at the level of an Office Support Specialist IOREducation & Experience Substitution:2-4 years of progressive work experience (typically in Business Office Communications) with acquired knowledge at the level of an Office Support Specialist ICertificates Licenses Registrations:NoneNecessary Special RequirementsPHYSICAL WORKING CONDITIONS:Typically the employee may sit comfortably to perform the work; however there may be some walking standing bending carrying light items driving an automobile etc.Special physical demands are not required to perform the work.NOTES:FLSA: Non-ExemptSupplemental Information023 - Public Service CommissionClick here to view the State of Wyoming Classification and Pay Structure.URL: State of Wyoming is an Equal Opportunity Employer and actively supports the ADA and reasonably accommodates qualified applicants with disabilities.Class Specifications are subject to change please refer to the A & I HRD Website to ensure that you have the most recent version.
