Emergency Management Specialist
The Emergency Management Specialist supports the Enterprise Emergency Management Program by coordinating emergency preparedness, response, recovery, and business continuity initiatives for the Nevada facility. As the primary on-site Emergency Management representative, this position serves as the liaison between Panasonic, Tesla, local emergency response agencies, and internal stakeholders to ensure coordinated planning and response activities. The Emergency Management Specialist is responsible for maintaining emergency plans, coordinating training and exercises, supporting emergency incidents, administering the Enterprise Everbridge Mass Notification System for both the Kansas and Nevada facilities, and promoting a culture of preparedness across the organization. This position works under the direction of the Senior Emergency Manager and plays a critical role in ensuring site resilience and operational continuity.
Essential Duties:
- Emergency Management Operations: Coordinate the day-to-day Emergency Management Program for the Nevada facility. Maintain emergency plans, procedures, contact lists, and response documentation. Support emergency response, recovery, and business continuity activities. Conduct facility risk assessments and recommend mitigation strategies. Assist in the development and continuous improvement of emergency management policies and procedures.
- Stakeholder Coordination & External Partnerships: Serve as the primary Emergency Management point of contact for the Nevada facility. Coordinate emergency preparedness and response activities with Tesla and other shared-site stakeholders. Build and maintain relationships with local fire departments, law enforcement, EMS, emergency management agencies, and community partners. Participate in local and regional emergency planning meetings and exercises. Coordinate post-incident recovery efforts with internal and external stakeholders.
- Emergency Communications & Everbridge Administration: Serve as the primary administrator for the Enterprise Everbridge Mass Notification System supporting both the Kansas and Nevada facilities. Maintain user databases, distribution groups, templates, and notification workflows. Coordinate system testing, drills, and after-action improvements. Ensure emergency notification procedures remain current and effective. Support the Senior Emergency Manager in enterprise-wide emergency communications initiatives.
- Training, Exercises & Preparedness: Coordinate emergency preparedness training, tabletop exercises, drills, and functional exercises. Support departments in developing emergency procedures and response capabilities. Evaluate exercises and incidents to identify opportunities for continuous improvement. Promote employee awareness of emergency procedures and preparedness initiatives.
- Administrative Responsibilities: Maintain accurate records of emergency plans, exercises, incidents, corrective actions, and program metrics. Prepare reports, presentations, and briefings for leadership. Support enterprise emergency management initiatives and special projects. Remain available to assist during emergency incidents and business disruptions as required.

Travel Requirement: Limited occasional travel to support training, coordination, or post-incident response at other sites
Personal Protective Equipment (PPE) Requirements: To ensure the health and safety in the workplace and for the protection of our employees, wearing PPE is a possibility and may include equipment such as a full Tyvek suit, safety shoes, gloves, safety glasses, face mask, bump cap, and a full hazmat suit that includes a respirator.
Qualifications Requirements - Required and/or Preferred
Required Education, Certifications, & Licenses: Bachelor's degree in emergency management, fire science, or a closely related field. Active enrollment in a bachelor's degree program in emergency management with previous emergency management experience may be considered.
Preferred: Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM). HSEEP Certification. Incident Management certifications.
Essential Qualifications: 3+ years of experience in emergency management, business continuity, public safety, or emergency response. Experience coordinating with multiple internal and external stakeholders. Strong organizational and project management skills. Experience administering or supporting mass notification systems (Everbridge preferred). Knowledge of FEMA's National Incident Management System (NIMS) and Incident Command System (ICS). Completion of FEMA IS-100, IS-200, IS-700, and IS-800 or ability to obtain within six months. Excellent written, verbal, and presentation skills. Strong proficiency in Microsoft 365 applications. Ability to manage multiple priorities in a dynamic environment.
Preferred Qualifications: Manufacturing or industrial emergency management experience. Experience working within a shared campus or multi-tenant environment. Experience with lithium-ion battery manufacturing or other high-hazard industries. Experience coordinating full-scale exercises and multi-agency response planning. Familiarity with business continuity and crisis management principles.
