City of Jacksonville employees are also eligible for Federal Student Loan Forgiveness after ten (10) years of public service and on-time payments.This is technical work in conducting interviews and processing complaints regarding alleged charges of discrimination in violation of equal opportunity laws. Work requires knowledge of federal state and local Employment and Housing laws and the procedures involved in processing charges with specialized skills in written and oral communications which are acquired through a combination of education and work experience. Contacts require skills in understanding and influencing people and are important in interviewing complainants and explaining laws and regulations. Work is semi-routine where tasks are covered by procedures or precedents and although patterned some latitude is permitted to consider and choose the most appropriate technique method or procedure to follow. Work is performed in an office environment where the risks and hazards are minimal known predictable and controllable. Operates standard office equipment such as a personal computer. Work is performed under general supervision where work assignments are subject to instructions and established work routines and the worker is permitted some latitude to set own priorities subject to superiors approval.Examples of WorkAnswers phone calls and provide appropriate information to callers.Manages various office deliveries.Receives processes records and/or files varied materials files documents fees and records.Performs data entry of incoming inquiries via phone walk-in mail email or referral.Conducts intake interview processes for housing and/or employment inquiries.Operates standard office equipment such as a personal computer using word processing spreadsheet database and other related software applications.Interviews with witnesses charging parties and respondents regarding alleged charges of discrimination.Analyzes and evaluates information to determine agency jurisdiction timeliness and appropriate bases and issues.Counsels explains and interprets laws and regulations and makes referrals as appropriate.Formulates and finalizes sworn charges of discrimination and affidavits.Prepares comprehensive charge narratives outlining relevant evidence and information presented by charging parties and other documents for inclusion in investigative charge files.Prepares correspondence and reports relating to alleged charges of discrimination inquiries and complaints.Schedules mediations and prepares all related correspondence.Enters and retrieves computer data and prepares spreadsheets.Manages organizes and maintains case files.Participate in community outreach workshops and seminars related to agency functions.Demonstrates efficient customer service in line with Jacksonville Human Rights Commission (JHRC) vision mission and office policies.Demonstrates proficiency in the City of Jacksonvilles competencies.Performs related work as required.Knowledge Skills and AbilitiesKnowledge of local state and federal Equal Employment Opportunity laws regulations and guidelines.Knowledge of local state and federal Fair Housing laws regulations and guidelines.Knowledge of interviewing and counseling techniques and community resources.Skill in conducting interviews.Skill in preparing legal documents correspondence reports and other documentation relating to alleged charges of discrimination inquiries and complaints.Ability to operate standard office equipment such as a personal computer using word processing spreadsheet database and other related software applications.Ability to communicate effectively both verbally and in writing.Ability to read interpret and explain various written documents to include laws ordinances regulations and guidelines.Ability to analyze and evaluate information and make appropriate recommendations.Ability to manage organize and maintain files and records.Ability to establish and maintain effective working relationships with others.Ability to manage time and organize efficiently.Open Requirements/Supplemental InformationThree (3) years of education and/or experience in human resource administration equal employment fair housing administration affirmative action community organization counseling social welfare education or related field.OTHER REQUIREMENTS:The probationary period for this class is six (6) months.A FULLY COMPLETED ONLINE APPLICATION IS REQUIRED.Apply at.
