î¤î¸î4 days ago Post DateJob SummaryDirects the planning, development, and implementation of business services that support a centralized, district-wide Information Technology (IT) service strategy within a multi-sourced IT environment, ensuring alignment between departmental initiatives and the overall strategic goals of the college. This position maintains an active licensure list, communicates status with user constituencies, and plays a key role in strategic planning for district-wide Technology initiatives.Executive level staff at HCC are system-wide leaders that share the responsibility to collaboratively support the one-college vision articulated in our strategic plan â Embracing Houstonâs Future â with college strategic priorities as measurable manifestations of our shared Mission, Vision, and Values.Responsible for the design, execution, and effectiveness of a system of internal controls, which provides reasonable assurance that operations are effective and efficient, assets, are safeguarded; financial information is reliable and compliant with applicable laws, regulations, policies and procedures.Manages Talent Engagement activities for direct reports in regards to: recruiting and selection, hiring and termination, training, development, mentoring, counseling, and performance evaluations.ESSENTIAL FUNCTIONSLead IT sourcing strategies and programs to evaluate and determine the most cost-efficient methods for sourcing, acquiring, and delivering IT products and services.Ensure that financial practices align with the collegeâs policies and regulations while contributing to strategic planning, resource optimization, and continuous improvement initiatives across IT operations.Develop and direct policies and procedures for IT annual budgetary process; serves as primary financial advisor to the Chief Information Officer; assist the Chief Information Officer and IT Senior Management with fiscal and budgetary long and short-range planning.Direct procurement and contract processes for IT; serves as liaison with college departments, state agencies and other entities to ensure compliance; provide leadership to IT departments in developing and implementing contracts.Manage and monitor the technology license, warranty, and maintenance/service contract expenditures for HCC and the IT department. Advise and assist Department Managers with administrative issues including staffing, budgets, work assignments, equipment and space and reporting.Represent IT management with external and compliance agencies and internal entities to provide data and analysis; participate in committees and task forces as assigned.Direct the preparation of the annual IT unit assessment, budget, and strategic plan under the direction of the Chief Information Officer.Lead, organize, manage, and complete special projects requiring College-wide or broader participation and coordination.Advise IT management regarding fiscal and fiduciary policy matters; interpret and disseminate information regarding college policies and procedures and State of Texas requirements.Coordinate the development and revision of IT policies and procedures.Manage the IT newsletter and other external and internal correspondence and reports.Provide advisement regarding personnel procedures as requested.Supervise and evaluate business services employees.Perform other duties, tasks and assignments as required.QUALIFICATIONSEducation & Experience¡ Bachelorâs degree in Business Administration or related field required¡ 7 years combined experience in budget and financial management, contracts management, asset management, customer relations, documentation, and personnel management required¡ Higher education or community college experience preferredLicensing & Certification¡ Valid Texas Driver LicenseSpecial Skills¡ MS Office Programs¡ Information Management Systems¡ Budget Management Competencies ¡ Acting as a Champion for Change¡ Thinking like an Entrepreneur¡ Driving for Results¡ Leveraging Opportunities¡ Setting a Strategic Vision¡ Attracting & Developing Talent¡ Inspiring & Motivating Others¡ Acting Strategically¡ Demonstrating Beliefs & Principals¡ Managing ResourcesWorking ConditionsGeneral Office.Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner.Must access, input and retrieve information from technology devices; communicate with others to accomplish job requirements.May be required to work after hours to include weekends and holidays.CRITICAL INFRASTRUCTURE POSITION: Ability to maintain the security of integrity of critical infrastructure as defined in Tex.
