El Programa Hispano Catolico (EPHC) in Partnership with Urban League of Portland (UL) Fair Housing Council of Oregon (FHCO) and Legal Aid Services of Oregon (LASO) are collaborating to advance Fair Housing enforcement for Black and Latinx tenants in Multnomah County. The Navigator will work collaboratively with staff and partner agencies to provide client intake referral guidance resource information outreach education systems coordination with tenants in Multnomah County as well as technical guidance to staff working with client populations and others who may benefit from the information.Principle Duties & Responsibilities:Identify potential tenants who have experienced housing discrimination both in terms of rental screening criteria and through differential application and enforcement of policies.Vet potential cases in a trauma-informed way to verify the experiences meet legal standards.Provide culturally relevant navigation mediation and opportunity for resources to people who are/ have experienced housing discrimination.Leverage our existing rental assistance resources employment services peer recovery chronic disease management and other resources to provide holistic support to those experiencing housing discrimination and instability.Conduct community outreach information education & workshops and referral efforts for reaching the goals for this position.Screen a minimum of 20 clients for eligibility and provide referral and/or resource information.Refer qualifying cases to Fair Housing Council of Oregon (FHCO) Metropolitan Public Defenders (MPD) and Legal Aid Services of Oregon (LASO) for legal needs. Engage clients using Assertive Engagement and trauma-informed and strengths-based approaches.Attend necessary meetings and training related to this navigator role as required by EPHC and the collaborative.Adherence to EPHC policies and procedures.Timely and complete data entry in required databases.Other duties and responsibilities as assigned.Qualifications and Requirements:Must be bilingual (Spanish/English) and bi-culturally competent.Excellent communication skills both verbally and in writing in Spanish and English.Able to establish trust and credibility quickly with community members and organizations.Bachelors degree or equivalent experience required.Experience with legal housing services is preferred.Experience and knowledge working with a broad range of issues affecting Latine/Communities of Color in the communityExperience with community networking and organizing.Demonstrated experience in facilitating and delivering trainings and presentations.Intermediate proficiency in all programs of Microsoft Office; experience with data entry and management.Demonstrate judgment and discretion in dealing with confidential matters.Must be able to organize and prioritize work be proactive take initiative follow through and manage multiple priorities. High attention to detail.Willingness to learn new skills and take on new responsibilities.Strong analytical and strategic problem-solving skills.Ability to work well in team setting as well as independently; be flexible and adapt well to different dynamics in a fast-paced work environment.Ability to work a flexible schedule which could include some evenings or weekends.Ability to support organizational and program specific mission and goals.Ability to lift 40 pounds.Must have drivers license and the ability to obtain automobile insurance at levels required by agency (100/300/100). Frequent driving in the Tri-County area required.Satisfactory results from civil criminal and motor vehicle background check required.Compensation: $25.00 per hour. Location & Typical Working Conditions: The majority of work performed by this position can be accomplished in a hybrid/remote work environment though frequent in-person meetings will be required. There are times that work requires in person onsite activities. On-site work is located at EPHCs offices in Gresham OR. Job duties may require occasional travel and evening and weekend work depending on project deadlines.
