Foreign Military Sales Analyst at VISTA Technology Services

VISTA Technology Services Inc. (VISTA) is currently seeking a Foreign Military Sales (FMS) Analyst to support our NAVSEA customer. This is a hybrid position reporting on-site 3days a week in Washington DC.Responsibilities:Foreign Military Sales (FMS) Analystwill support countrymanagers to develop and trackcombat systems cases throughout the FMS case lifecycle from pre-LOR (Letter of Request) through delivery ensuring quality control and compliance with U.S. Department of Defense (DoD) policiesDevelop and review Letter of Offer and Acceptance (LOA) case modifications and amendments for missiles spares support equipment training and program managementSupport development ofPricing & Availability (P&A) worksheets includingOffer Expiration Date (OED) / Period of Performance cost appropriations/source delivery schedule and line-item elements availability notes shipment details and payment scheduleAssist with modification and amendment DD 2061 FMS Planning Directive / DD 2060 FMS Obligation AuthorityMark-ups usingManagement Information System for International Logistics (MISIL)Monitor Anticipated Offer Date (AOD)ReportingTrack and update Offer of Acceptance (OA) worksheets with Implementation Package/Funding Plan dataUpdate Defense Security Assistance Management System (DSAMS) including cost performance notes and Manpower and Travel Data Sheets (MTDSs) RequestMilitary Articles & Services List (MASL) includingSignificant Military Equipment (SME) / Major Defense Equipment (MDE)MonitorDSAMS case development reporting verify DSAMS management flags and monitor new tasksPrepareNon-Recurring Cost (NRC) Waiver requestsPrepare Congressional Notification documentationPrepare and review Foreign Disclosure Review (FDR) Missile Technology Control Regime (MTCR) and Anti-Tamper worksheetsMonitorCEPT (Case Execution Performance Tool)reportingPrepare shipping requisitions and change of ownership documentsAttend and support meetings track action items andprepare briefings presentations correspondence and weekly reportsBuild strong working relationships with cross functional teams (finance contracts logistics) foreigncustomers and stakeholdersDeliver quality products and services in a fast-paced environmentForeign Travel (10%-25%)Basic Qualifications:Bachelors degree and 5 years of relevant DoD acquisition andForeign Military Sales (FMS) experience OR Associates degree and 10 years of relevant DoD acquisition and FMS experienceExperience with DoD/Navy FMS case development andfinancial reconciliationExperience preparing FMS case documentation including Letterof Request(LOR) Pricing & Availability (P&A) and Letter of Offer and Acceptance (LOA) Foreign Disclosure Review (FDR) Missile Technology Control Regime (MTCR) and Anti-Tamper worksheetsProficiency usingDSAMS Security Cooperation Information Portal (SCIPT)Defense Integrated Financial System (DIFS) Case Execution Performance Tool (CEPT) andManagementInformation Systemfor International Logistics (MISIL)DoD systems for FMS case managementKnowledge of DoD procedures and programs associated with FMS cases as specified in the Security Assistance Management Manual(SAMM)Proactive self starter with strong organization and multi-tasking skillsExcellent writtenverbal and liaisoncommunications skillsActive DoD Secret clearanceDesired Qualification:Defense Security Cooperation University(DSCU)Certification such as SC Planning Oversight and Execution Management SC Case Life Cycle Management SC Execution Support Management or SC Acquisition Management Basic or Intermediate CertificationSalary at VISTA is determined by various factors including but not limited to location the individuals particular combination of education knowledge skills competencies and experience as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $90000.00 to $120000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTAs total compensation package for employees.
