The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Functional Program Analyst 3 (HCBM Contracts Analyst) position. This role is within the Rates, Forms, and Provider Networks Division and is based out of our Tumwater Office.

About the Position

At the Washington State Office of the Insurance Commissioner (OIC), we protect consumers, the public interest, and Washington's economy through fair and effective regulation of the insurance industry. Our work directly impacts how health care is delivered across the state-ensuring insurance companies and health care benefit managers operate transparently, lawfully, and in the best interest of the people they serve.

Within OIC, the Rates, Forms, and Provider Networks (RFPN) Division is where policy meets practice. Our Provider Network Oversight Program (PNOP) focuses on the contracts that shape real-world access to care-agreements between insurers, health care benefit managers, hospitals, clinics, physicians, and third-party vendors. These contracts define how provider networks are built, managed, and leased, and they must comply with complex state and federal requirements.

This role is part of a collaborative team where everyone contributes, but each analyst brings a specialized focus. As a Functional Program Analyst 3 (HCBM Contracts Analyst), you will be deeply contract-centric-reviewing, interpreting, and analyzing provider and network management agreements to ensure compliance and protect the integrity of Washington's health care system. This is a Washington General Service position. The monthly salary range for this position is $5,137 - $6,906.

The duties of the position include but are not limited to:

• Review and analyze contracts between insurance companies, health care benefit managers, and health care providers (such as hospitals, clinics, and physicians) to ensure they comply with state and federal requirements.
• Examine complex contract documents-including master agreements, amendments, Statements of Work, and Business Associate Agreements-to identify issues, risks, or non-compliant provisions.
• Understand and evaluate how different parties (insurers, vendors, third-party administrators, and providers) are connected through contract relationships and how those relationships affect provider networks.
• Apply laws, regulations, and regulatory guidance to real-world contracts and clearly document your findings and recommendations.
• Communicate review results and compliance concerns with insurance companies, vendors, attorneys, and third-party filers in a professional and solutions-oriented manner.
• Work closely with supervisors and team members to discuss complex issues, ensure consistent review standards, and resolve contract questions.
• Research regulatory requirements and provide guidance to internal staff and external stakeholders related to provider network management and contract compliance.
• Track contract reviews and outcomes to support timely approvals and accurate regulatory records.
• Participate in training and assist with other projects or duties as assigned.

Required Qualifications:

• Six (6) years of professional work experience in areas such as contract management, drafting and/or review of legal documents; regulatory examinations, regulatory compliance, claims; or health care benefit plan design, distribution, or administration.

Required Knowledge, Skills and Abilities:

• Intermediate-level skills in Microsoft Outlook, Word, and Excel

Preferred/Desired Qualifications:

• Advanced skills and experience in Microsoft Outlook, Excel, and Word.
