Client: State of South Carolina - SCDOT Job ID: 9024 Location: Columbia, SC 29223 Duration: 36 Months (with possibility of Extension) Job Summary The South Carolina Department of Transportation (SCDOT) is seeking a dedicated and experienced GIS Data and Migration Analyst to support a major data and software modernization project. This role is crucial for migrating the Agency's core spatial database from Oracle Spatial/Geomedia to a SQL Server database utilizing ESRI ArcGIS Roads and Highways on-premise. This is a long-term contract opportunity requiring an individual with strong foundational GIS skills, a proven understanding of spatial database concepts, and cartographic expertise. **Note: This is a fully on-site position. Candidate must be a CURRENT SC resident. No relocation assistance provided.** Key Responsibilities Database Migration & Conversion: Actively participate in the technical conversion of the current Oracle Spatial database to a new SQL database structure, ensuring data integrity and accuracy throughout the migration process. Data Maintenance & Quality Control (QC): Perform advanced GIS data collection, maintenance, and complex analysis. Conduct thorough QC on new and existing spatial data to maintain high standards of correctness and spatial accuracy. Mapping and Cartography: Produce high-quality digital and hard-copy maps using advanced GIS/Mapping applications, applying principles of professional cartography. Database Management: Update and manage database tables to accurately reflect changes to the geographic features used in mapping and analysis. Documentation & Research: Assist in the development and maintenance of standard operating procedure manuals. Conduct software and procedure research/testing as assigned to optimize workflows. General Support: Perform related tasks as assigned, supporting the goals of the Server and Cloud Services Administration unit. Basic Qualifications Education: Bachelor’s Degree in a relevant field such as Geography, Computer Science, GIS, or Physical Science. GIS Software: Proven knowledge and experience working with enterprise-level GIS/Mapping software and applications. Database Experience: Experience working with a spatial database (e.g., Oracle Spatial, SQL Server Spatial). Cartography: Demonstrated experience with the principles and practice of cartography for professional map production. Database Design: Foundational experience with database design concepts. Standard Tools: Proficiency with Microsoft Office Suite. Preferred Technical Qualifications ESRI Platform: Direct knowledge and experience with ArcGIS Pro. SQL Database: Hands-on experience working specifically with a SQL Server database. LRS: Experience with the ESRI ArcGIS Roads and Highways extension (Linear Referencing System).
