Job Description
Job Title: Labor Assessment Support Location:Work shall be conducted at the Department of Energy (DOE) Hanford Field Office (HFO) The Hanford Site and Richland Washington. This position may be situational telework eligible at the discretion of the DOE Technical Monitor (TM) in consultation with the DOE Contracting Officer (CO). Support staff are expected to provide in-office support as agreed upon with the TM. If in-person support is identified as required for any reason and for any length of time by the TM or CO the contractor shall report for duty in-person as requested.Positions:2 full-time (FT) positions 1 part-time (PT) positionCitizenship:Must be a U.S. citizen.Security:Public TrustCompensation:$120K - $150K; compensation determined by FT or PT status educational level years of relevant work-related experience and skill set. AttainX is searching for experienced professionals to support our DOE client in the Assistant Manager for Business and Financial Operations (AMB) Hanford Finance Division (FIN). In this role work products shall be thorough accurate appropriately documented and comply with established criteria. The Labor Assessment Support individual shall ensure that duties are performed in a competent and professional manner. Required to submit a weekly report to the TM addressing work accomplished and deliverable progress. Required Qualifications: BS/BA degree in a relevant field of study; six years of experience may be substituted for BS/BA degree8 years of relevant experience in accounting or auditingKnowledge of federal government and DOE accounting policies and procedureKnowledge of Federal Acquisition Regulations (FAR) and the DOE FAR Supplement (DEAR)Proficient with Microsoft (MS) Office SuiteExcellent verbal and written communications skillsCompliance with site specific safety and security requirements including badging and office protocols.Preferred Qualifications:MBA; nine years of experience may be substituted for MS/MA degreeJob Duties: Complete post-payment invoice reviews consistent with finance procedures and processes.Assist with DOE HFO internal control testing as required by Office of Management and Budget (OMB) Circular A-123.Coordinate with the HFO Contractor Oversight Team Lead Contractor Industrial Relations (CIR) Team Lead and other contractors to ensure timely resolution of assessment results.Assist with the preparation of independent financial and labor related assessments that focus on compliance requirements including planning scheduling and coordination of reviews.Conduct contractor labor floor checks to test the reliability of employee time records verifying that employees are actually at work they are performing in assigned job classifications and that time is charged to the proper cost objective. Complete at least 15 OMB Circular A-123 Internal Control reviews and report in assessment quality and format provided by finance.Perform unannounced contractor labor floor checks as part of a team based on contractor risk analysis and approved finance lines of inquiry.Carry out required activities and deliver draft report to the Finance Division.Floor checks will be conducted on the Hanford site and may require reviews during off-shift hours.Assist in the development of financial and labor related assessment plans.Carry out review activities deliver draft reports and present materials to the Finance Division.Provide results of financial and/or labor information analysis.Present draft independent reviews assessment plans and audit results to the Finance Division.Ensure review plans and activities meet established milestones.Non-Essential Functions: Performs other duties as assigned.About Us:AttainX has been supporting federal and civilian agencies for more than 12 years.
