Core Job Details Job ID: 9008 Job Title: Business Analyst (Healthcare, Medicaid) Client: State of South Carolina-SCDHHS Job Description: The South Carolina Department of Health & Human Services (SCDHHS) is the State Medicaid Agency for South Carolina. The Medicaid Management Information System (MMIS) Replacement and Member Management Replacement Systems projects are the largest Information Technology projects the State will undergo in collaboration with the SCDHHS Project Management Office (PMO). The PMO is responsible for staffing all SCDHHS projects as well as establishing and monitoring IT related governance and standards, which are followed by all enterprise project teams. The Business Analyst (BA) Project Lead will be assigned to projects for the South Carolina Department of Health and Human Services (SCDHHS), the Medicaid Agency for SC. Candidates who enjoy working on complex, change-oriented projects will find this position attractive. Responsibility: Serves as a liaison between the business programs community and the IT organization in order to provide technical solutions to meet user needs. Possesses expertise in the business unit(s) they support, as well as, an understanding of the IT organizations systems and capabilities. Analyzes business partners operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions. Assists in the business process redesign and documentation as needed for new technology. Translates high level business requirements into functional specifications for the IT organization and manages changes to such specifications. Educates the IT organization on the direction of the business. Negotiates agreements and commitments by facilitating communication between business unit(s) and IT from initial requirements to final implementation. Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance the enterprises competitive edge. Requirements development execution, including the elicitation, analysis, specification and validation. Basic Qualifications: At least seven years of experience in commercial healthcare At least three years’ experience in State Medicaid payer system integration and delivery Experience with inner workings of cross functional projects Familiarity with Medicaid Information Technology Architecture (MITA) business architecture principles Familiarity with standard data structures, electronic data interchange, processes and related file formats Interest, skill and ability to innovate including business processes, methods/procedures, and technology Ability to effectively work and communicate, in both oral and written, with all levels of the Agency from frontline workers to Executive Staff as well as the Contractor(s) Ability to work in a professional office environment with a diverse group of teammates Must have exceptional attention to detail Preferred Qualifications: General Subject Matter Expertise as it relates to Medicaid or other healthcare insurance experience (project or operations) MMIS experience (project or operations) Microsoft Office Project/Project Server Job Location: Columbia, SC 29201 Job Duration: 12 months with possibility of Extension Job Category: Business analyst Job Occupations: ***This is Onsite Job***Onsite (5 days in office)*** ***Candidate MUST be a SC resident.
