POSITION SUMMARYThe Parking Enforcement Officer is assigned to the Traffic Bureau and enforces violations related to vehicle parking ordinances commercially and residentially as well as issues associated with abandoned vehicles. Responds to specific requests for parking enforcement and abandoned vehicle issues. Issues citations and completes daily activity reports. Frequently supports police patrol with abandoned vehicles as specified in whole or in part in Titles 5-16 if the Englewood Municipal Code as well as the Model Traffic Code and State Statutes governing vehicle impounds as well as various other secondary codes. Gathers evidence and issues notices and citations.REPORTING RELATIONSHIPSReports to: Police SergeantDirect Reports:NoneDUTIES AND RESPONSIBILITIESThe listed examples of work are not intended to be all-inclusive. They may be modified with additions deletions or changes as necessary.Essential Duties & ResponsibilitiesConducts visual inspections of the city and enforces parking violations and frequently investigates abandoned vehicle complaints reported by officials City employees or by citizens.Identifies violations of municipal parking ordinances and C.R.S. Title 42 Model Traffic Code Public Utilities Commission Rules and Regulations and takes appropriate enforcement action.Provides customer service in-person and via telephone. Communicates information and assistance to the public regarding all manner of topics but most commonly those related to the primary duties of the Parking Enforcement Officer and the Vehicle Impound Officer.Utilizes the police division radio equipment and city assigned mobile telephones to make routine inquires provide information or request assistance.Prepares detailed records and reports and accurately communicates through the Records Management System (RMS.)Issues notices and citations for violations of the Municipal Ordinances.Tags clears tickets and impounds vehicles. Maintains records of all impounded vehicles.Conducts VIN verifications and sets appointments for officers for certified VINSOperates speed enforcement trailer and provides reports to the appropriate recipients.Coordinates activities with other City Departments and other governmental agencies to ensure compliance in areas of overlapping jurisdiction.Conducts visual inspection of the city and investigates abandoned vehicle complaints reported by officials City employees or by citizens.Prepares records and reports. Issues notices and citations for violations of the Citys codes.Authorizes release of impounded vehicles to their owners and facilitates that release by meeting with the owner of the vehicle and the Tow Company.Reviews and maintains all reports and records associated with the Vehicle Impound function and the Parking Management function.Performs preliminary ownership search of abandoned vehicles and police impounds. Notifies owners that vehicle has been declared abandoned and authorizes towing.Coordinates activities with those of other City Departments and other governmental agencies to ensure code compliance in areas of overlapping jurisdiction.Completes required daily and monthly reports describing activities performed.Other Duties & ResponsibilitiesPrepares and documents violations for court cases. Photographs the scene of violation prepares narrative report concerning findings and testifies as a witness or complainant in court.Identifies violations of municipal parking ordinances and takes appropriate enforcement action.Responds to specific requests for enforcement of municipal parking ordinances and takes appropriate action.Performs maintenance on speed enforcement trailers.Delivers evidence for the Police/Fire DivisionsPrepares and documents violations for court cases. Photographs the scene of violation prepares narrative report concerning findings and testifies as a witness or complainant in court.Assists Police Division with traffic control when requested.Performs other duties as assigned and required.PREPARATION AND TRAININGEducationHigh School Education or GED completedWork ExperienceMinimum 1 year of customer service experience (high public contact)Previous parking management experience preferred.Certifications and/or LicensuresNoneRequired Drivers LicenseValid Colorado drivers license and a clear or acceptable MVRAge RequirementMust be 21 years of age or olderAn equivalent combination of education training and relevant job experience may be substituted.KNOWLEDGE SKILLS AND ABILITIESKnowledgeWorking knowledge of:General office word processing spreadsheet database and presentation software.Business language grammar and document formatting.Englewood Municipal OrdinancesState of Colorado Motor Vehicle Laws.Skills and AbilitiesComputer Skills - Strong skills needed to prepare reports and correspondence to maintain accurate logs and computer files of activities. Strong organizational management skills needed to coordinate parking enforcement and vehicle impound protocols.Communication - Excellent customer service and conflict management skills required to provide technical advice on codes and to provide the public with underlying rationale for codes. Strong conflict resolution skills needed to communicate and defuse difficult clientele.
