Payroll Manager

Traffic Plan is seeking an experienced Payroll Manager to oversee full-cycle payroll operations across multiple entities, partner with Finance on payroll reconciliations and reporting, and lead a small payroll team.

Position Summary

The Payroll Manager is responsible for managing accurate and timely full-cycle payroll operations across multiple entities. This role ensures payroll accuracy, compliance, timely processing, and the integrity of employee payroll data. The Payroll Manager will partner closely with Finance, Accounting, and HR, support employee payroll questions, assist with audits, and oversee a small payroll team to ensure strong financial and operational performance.

Salary: $80,000-$110,000 per year based on experience

Essential Functions

Payroll Operations: Manage and oversee the full-cycle payroll process for employees across multiple entities. Ensure timely processing of wages, bonuses, benefits, deductions, and adjustments.

Compliance & Tax Management: Ensure adherence to payroll tax rules and compliance requirements, including deductions for taxes, benefits, garnishments, and other payroll-related items.

Financial Reconciliation: Reconcile payroll accounts and collaborate closely with the Finance department on payroll reporting, general ledger (GL) postings, and 401(k) reporting.

Data Integrity: Maintain accurate payroll records and manage employee data changes, including new hires, terminations, wage changes, and benefit deductions, in collaboration with HR.

Auditing & Problem Solving: Support internal and external audits by providing payroll documentation. Identify and resolve payroll-related discrepancies and issues in a timely manner.

Team Leadership: Manage and develop a payroll team of two direct reports, ensuring accuracy, accountability, high performance, and professional growth.

Communication: Serve as the primary point of contact for employees and managers regarding payroll inquiries, providing clear and effective solutions.

Competencies & Skills

Technical Expertise: Advanced proficiency in Microsoft Excel and general accounting/payroll software.

Payroll Knowledge: Strong understanding of payroll processing, payroll compliance, benefits deductions, garnishments, payroll reporting, and employee data management.

Financial Accuracy: Ability to reconcile payroll data and partner with Finance/Accounting on payroll-related reporting and GL postings.

Leadership: Ability to manage, support, and develop a small payroll team.

Operational Excellence: Exceptional organizational and time-management skills with strong attention to detail and the ability to meet all payroll deadlines.



Requirements

  • 4+ years of full-cycle payroll processing experience.

  • Experience processing payroll for multiple companies, entities, locations, or employee groups.

  • Experience with payroll taxes, deductions, garnishments, benefits deductions, and payroll compliance.

  • Experience reconciling payroll accounts or partnering with Finance/Accounting on payroll-related reporting and GL postings.

  • Experience supporting payroll audits and resolving payroll discrepancies.

  • Strong Microsoft Excel and payroll system experience.

  • Bachelor's degree in Accounting, Finance, Business, HR, or a related field preferred; equivalent payroll experience will be considered.

  • Must be able to work on-site in Tinton Falls, NJ, Monday-Friday, 8:00 a.m.-4:30 p.m.

Preferred Qualifications

  • Experience managing or mentoring payroll staff.

  • Experience with union payroll, certified payroll, or construction payroll.

  • Experience with Payroll4Construction, Criterion Payroll, ADP, Paychex, Paylocity, Paycom, UKG, Workday, or similar payroll/HCM systems.

  • Experience with 401(k) reporting or reconciliation.

Environment

This role operates in a professional office setting and routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.

Physical Requirements

  • Regularly required to talk and hear.

  • Frequently required to stand, walk, reach with hands/arms, and use hands to finger, handle, or feel.

  • Occasionally required to sit, climb, balance, stoop, kneel, crouch, or crawl.

Lifting: Must frequently lift up to 10 pounds and occasionally move objects up to 25 pounds.

Vision: Specific requirements include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Schedule

Full-time, Monday-Friday, 8:00 a.m. to 4:30 p.m.

Travel

No travel is expected.
