We are seeking a Program Management, Principal Specialist within Raytheon Vision System (RVS) Tactical Products Air, Ground and Sea product line. This role will collaborate with other program management staff in setting program strategy, vision, and tactical direction for program execution by leading multifunctional teams and subcontractors. The PM is responsible for all aspects of program execution, from establishing a statement of work, proposal and capture activities, establishing an executable baseline cost and schedule, program execution within the baseline plan utilizing cross functional teams and regular communication to customers and leadership.
The PM cultivates internal and external customer relationships and identifies and solves complex problems. Strong organizational, communication, and listening skills are a must for this position. This role will balance customer, Integrated Product Team (IPT) and company needs to maximum value and satisfaction across all stakeholders. The role may span a variety of programs and technologies and will require the ability to collaborate and support multiple Associate Directors and/or Senior PM's as market segment leads. Additional responsibilities within the role include assisting Senior PMs in preparing Program Management Reviews (PMRs), Estimate at Complete (EACs), as well as coordinating customer Technical Exchange Meetings (TEMs), with a transition to individual program ownership as experience and skills are gained.
This role is onsite and located in Goleta, California.
What You Will Do:
- Work as a Program Manager or deputy Program Manager to establish financial baselines and manage program execution, ensuring alignment with program objectives and customer expectations throughout.
- Serve as the central hub to enable the Chief Engineer, Integrated Product Teams (IPTs), and the functional team to execute effectively.
- Support the bidding, proposals and execution to contract requirements, including managing budgets, schedules, and technical performance metrics.
- Suggest and lead process improvement initiatives.
Qualifications You Must Have:
- Typically requires a Bachelor's degree or equivalent experience and minimum 5 years of prior relevant experience or an Advanced degree in a related field and minimum 3 years experience.
- Experience managing product or program cost and schedules.
Qualifications We Prefer:
- Raytheon Program Management Level 6 Certification or equivalent
- Experience with Earned Value Management Systems (EVMS) principles and practices.
- Motivated self-starter with the ability to work under minimal supervision.
- Strong organizational skills with the ability to manage multiple competing priorities in a fast-paced environment Experience interfacing with internal and external stakeholders, including customers, vendors, and/or cross-functional teams.
- Experience with program or project management tools such as risk and opportunity (R&O) management, Estimate at Complete (EAC) analysis, and/or similar business practices.
- Exceptional interpersonal, leadership, communication, writing, and presentation skills, with the ability to convey complex ideas effectively to audience.
- A demonstrated ability to build trust-based relationships with customers and internal teams to foster collaboration and drive program success.
- Knowledge of infrared technologies, systems and end uses.
- Secret DoD clearance, or ability to obtain a clearance.

The salary range for this role is 95,500 USD - 181,700 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
