JOB GOAL: To work effectively professionally and cooperatively both under supervision and independently as may be appropriate the functions required of this position in a manner that represents professionalism and contributes positively to the successful accomplishment of the mission and objectives of the Procurement Department of the Little Rock School District.Perform contracting assignments of a complex nature requiring knowledge of various commodities purchasing policies and procedures. Purchase commodity items at the most favorable price consistent with quality quantity and specifcation requirements. Considerable independent judgment and critical thinking are requiredReports to:Assistant Director of Procurement Salary Schedule: Schedule 804 Range 113Work Days/Work Hours:Monday Friday (8 hours per day) TERMS OF EMPLOYMENT:Twelve (12) month contract (245 days) Plus Benefits Package. NOTE: Precise placement on the salary schedule will be determined based on experience. Salary Range: $41398-$71929.MINIMUM QUALIFICATIONS: Minimum Academic Requirement Bachelors Degree from an accredited college/university. Degrees in Procurement Business or Finance required. Public Purchasing Certification by the National Institute of Government Purchasing is preferred or the ability to obtain. (NIGP-CPP CPPB or CPPO)Minimum Experience Level Requirement - The district seeks an individual who has at least five (5) years of demonstrated professional work experience in public purchasing and materials managementDemonstrated knowledge of state procurement laws regulations contract law standard contracting methods and e-procurement systems.Strong organizational communication and technology skills including proficiency in Microsoft Office applications attention to detail adaptability integrity and the ability to work effectively under pressure.Such alternatives and additions to the above qualifications may be deemed appropriate by the Superintendent. These statements are not an exhaustive list of all duties and responsibilities required within this position.Initiates and/or executes procurement actions/activities and performs contracting assignments of a complex nature requiring knowledge of various commodities market trends services purchasing policies and procedures; to be accomplished at the most favorable price consistent with quality quantity and specifcation requirements.Keeps abreast of the latest trends and developments in commodity and general purchasing techniques including green and diversity opportunities.Assists in the preparation of certain bid and professional services invitations and evaluations competitive purchasing procedures and contract renewals for the district.Continuously searches for more effective and efficient procedures and methods for the conduct of the purchasing mission of the District.Prepares correspondence and communications for the Director and/or Assistant Directors approval with contractors and customers as required.Develop and maintain relationships within the district to provide timely responsive and focused customer service.Maintains communication/contact with appropriate authorities and agencies to ensure compliance with procurement practices and regulatory codes.Continuously develops and maintains optimum sources of supply materials and services and provides assistance to schools and departments to achieve cost-eective supply and equipment purchases.Serves as backup for the textbook coordinator.Perform any duties and responsibilities that are within the scope of employment as assigned by their Supervisor and not otherwise prohibited by law or regulation.PHYSICAL REQUIREMENTS (Describes physical conditions of this position):Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently to lift carry push pull or move objects. Sedentary work involves sitting most of the time.
