Are you a procurement officer withexperience executing highly complex Requests for Proposals and Invitations for BidsDo you have extensive knowledge of the entire contract life-cycle and experience analyzing and interpreting policies/policy updatesCome join DGS as Procurement Management Account Executive!Title: Procurement Management Account Executive - P0162State Role Title:Procurement Officer IIIHiring Range: $134000 - $139000Pay Band:6Agency: Department of General Services(DGS)Location:Richmond VAAgency Website:Recruitment Type:General Public GThe DGS Division of Purchases & Supply (DPS) is hiring for aProcurement Management Account Executiveto provide technical consulting services training guidance and recommendations to state agency procurement officers and senior agency leadership to improve procurement-related operations for non-technology non-professional service procurements.DPS facilitates and ensures that every public body in the Commonwealth is able to purchase the highest quality materials equipment supplies printing and non-professional services at a reasonable cost and ensures that all procurement procedures are made in conformity with the Code of part of the Policy Consulting & Review (PCR) team the Procurement Management Account Executivewill support DPS byconducting procurement management reviews providing procurement consulting and assistance and providing consulting and assistance with DGSsstatewide electronic procurement system and program (eVA). They will reengineer business approaches between customers and vendors to best utilize eVA and other best practices to increase efficiency and reduce costs improve client service outcomes and promote compliance with state procurement law.Job duties include but are not limited to:Conduct procurement management reviews to include compliance and eVA set-up/usage reviews and prepare accurate well-written formal procurement management review reports.Recommend cost savings/avoidance initiatives quantify savings where possible and recommend ways to improve utilization of eVA and leverage capabilities to improve procurement compliance.Provide procurement and eVA consulting and assistance to all assigned Agency accounts.Conduct Agency Visits to assigned agency/client accounts to establish and/or maintain relationships with agency procurement staff and leadership consult on procurement best practices and provide procurement and eVA training as needed.Develop update and/or conduct training classes and workshops within the Commonwealth.This position is located in Richmond Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week)after the completion of a Telework Agreement.Weve got great benefits!DGS offers excellent health benefits at affordable pricing pre-tax spending accounts paid life insurance paid Short- and Long-Term Disability benefits paid holidays vacation and other leave benefits wellness programs and a state retirement plan with options for tax-deferred retirement savings including employer matching. Additionally supplemental bus passes ride share or parking are available and DGS is a qualifying employer for the Public Service Loan Forgiveness Program.Minimum RequirementsExtensive knowledge of public procurement policies regulations and procedures.Extensive knowledge of the entire contract life-cycle from creation to close-out including the ability to develop and administrate complex contracts.Experience executing complex procurements using Requests for Proposals and Invitations for Bids.Experience analyzing interpreting and implementing policies/policy updates.Experience leading complex project teams and improving business processes.Advanced data analysis skills including data collection research and quantitative analysis.Considerable experience working with eProcurement platforms.Excellent problem identification and problem solving skills.Excellent interpersonal skills including the ability to promote teamwork motivate mentor and train others.Demonstrated ability to manage time wisely function independently and successfully handle multiple priorities in a fast-paced stressful environment.Excellent communications skills resulting in positive helpful effective oral and written communications including writing reports.Skills with word processing software spreadsheets and presentation software.Additional ConsiderationsVirginia Contracting Officer (VCO) certification.
